Regular Meeting Minutes
April 23, 2007

Thompson-Liston, Mr. Ali (Plan Extension Request for Longley Hill) – James Tetreault (Thompson-Liston) called today to say they would not be attending the meeting tonight.  The applicant is looking for a structural engineer to check out the retaining walls.  Dennis met with Mr. Tetreault and informed him that the plans that were approved called for reinforced concrete walls which they are not.  Dennis also met with the Building Inspector who will look to see if building permits are needed by the Building Code.

GENERAL BUSINESS

Vouchers were approved.

Gerry motioned to approve the March 27, 2007 Meeting Minutes; Larry seconded; the Minutes were approved.

June 4th was confirmed as the date for the next BOH meeting.

Correspondence was reviewed.

Regarding the email received from the Board of Selectmen requesting a representative to attend their May 21st meeting, Dennis will attend.  The Board’s topics for discussion will be Emergency Preparedness (including an exercise the Board plans to conduct), and basic information concerning Mosquito Control.

AGENT’S REPORT

Emergency Preparedness – The MRC told Dennis at the last Region II meeting that they would be providing literature listing “Boylston”.  Conducting informational cable programs with Dennis (for Emergency Preparedness) and Gerry (for Lyme disease) was again discussed.  Lorie will check the schedule for tentative dates of May 16th or 23rd and inform Gerry. 

Dennis also provided the Members with a sample “How To Test An Emergency Dispensing Site” for their review.  Planning should begin next month in order to coordinate an exercise in conjunction with the Flu Clinic in the fall.  Dennis said we could increase the vaccine order and should hold a larger clinic than one for the seniors only.  A date for the exercise will need to be decided no later than at the August meeting.

We still do not know who from the town is a volunteer to the MRC.  Dennis will follow-up.  Mary Jasper (Assistant Town Clerk) will be asked to print a list of residents that are involved in the medical field (doctors, nurses, EMTs, etc.). 

Wachusett Earthday Landfill Transfer – After the last meeting, Sue Olsen sent an email stating that the Selectmen decided not to put any money in the budget until the expense can be justified.

Mosquito Control – It will not begin until July. Tim Deschamp will be sending out a press release.

Flooding – Dennis told the Members about flooded areas on East Temple Street and Route 140 due to the heavy rains.  They had no facilities.  The septics were under water.  There was another on Main Street.  Both properties are owned by Christadale Realty.  Residents were informed they could not use their apartments until the water subsides and the septic system is working properly.  Some were put up in hotels while others stayed with friends or relatives.  When cleanup is complete, the landlord will inform Dennis so it can be inspected and to allow the residents back into their apartments.

PLANS REVIEW

160 Shrewsbury Street (Rand-Whitney) – Dennis met with Thompson-Liston.  They will be changing the septic slightly. The clay barrier will be removed and replaced with a more conventional .40 mil poly liner.  The system as designed under Title 5 is pressure dosing, which is required under Title 5.  The area may be a good use for a Presby system.  Thompson-Liston will explore further and contact Rand-Whitney.

250 Cross Street (Document Review) Declaration of Covenants for the Proposed Shared Septic System – The documents need to adhere more to DEP Title 5.  A letter will be sent with sample documents for them to follow.
