GENERAL BUSINESS

Vouchers were approved.

Gerry motioned to approve the January 22, 2007 Meeting Minutes; Larry seconded; the Minutes were approved.

March 26, 2007 was confirmed as the date of the next BOH meeting.

Correspondence was reviewed. 

AGENT’S REPORT

Emergency Preparedness – The WRMRC letter going to medical personnel in town was prepared and is in the possession of the Worcester Medical Reserve Corps.  An email was sent to Walter DePaolo requesting the status.  No reply was received as of the date of the meeting.

Tabletop Exercises – The Board asked what the steps are.  First would be public notification.  This could be done by fire/police, stream to BOH telephone, cable TV and use of volunteers.  The police and fire personnel need to be a key part in the development of the plan.  Some scenarios suggested were emergency dispensing of vaccine, special population and virus/flu pandemics.  The goal is to vaccinate (and finish) the town within 48 hours (300 people per hour).  The tabletop exercise is a step in a process.  A plan needs to be in place.  Expenses will need to be tracked for submission to the government.  There are courses that need to be taken.  Dennis will email the members with the required courses to be possibly taken before the next meeting in March.  In addition, the first hour will be devoted to emergency preparedness.

Tobacco Calendars/Contest – Entries are due April 1st.

Wachusett Earthday Landfill Transfer Meeting – The program is attempting to make a year round site in West Boylston (MDC property).  Hazardous waste will take place twice a year.  Recycling will be yearly.  According to an email received from Sue Olsen, the fee is $4,200.  More information is needed.  Lorie will contact Sue for the status.

Rich Zammitti (25 Oak Hill Avenue Variance Request) – Plans were approved in November   Since that time, Dennis has spoken with Mr. Zammitti who wants to request a variance.  The setback for the well is 72’ (needs to be 100’).  This will be an issue if he sells the house.  Mr. Zammitti said he would test the well yearly.  The Board agreed to the variance with the condition that the plans be amended to include the variance request on the plan; the proposed well be removed from the plan; and a note added indicating that the Board of Health recommends the private drinking well be tested annually for Massachusetts Drinking Water Standards.

Peter Coskie requested an extension to his plans for Lot 2S Reservoir Street.  The request was denied pending a letter to the Board from a registered professional engineer.

Kalamat, LLC (81 Shrewsbury Street) – There is a nitrogen sensitive area issue.  The plan is not approvable for food service.  Based on the flows required (1,000 gallons/day), they don’t meet the requirements (only 745 gallons/day).  They could possibly obtain credited land from the town.

Rand-Whitney (Informational Plan Received) – This would be a warehouse facility conducting light manufacturing (packaging and box fitting).  There would be traffic concerns with trucks entering the road by making a right hand turn.  There is no climbing lane, which puts the trucks into an immediate uphill grade.

PLANS REVIEW

727 Main Street (Jon & Annette Miles) – Approved.

119 Green Street (Walter Swann) – The plans were previously approved in January.  There were tributary issues.  The system was deed restricted to two bedrooms.  Since that time the plans have been revised.  With the exception of an additional test hole being needed, it now meets all regulations for a four bedroom house.  The plan was approved pending the additional of one more test hole.

250 Cross Street (Lombardi) – A conceptual plan including a Presby system was received from Quinn Engineering.  They are now proposing two houses (4 bedrooms each) which would be going into the system.  Dennis will contact Quinn Engineering.
