The Wastewater Treatment Plant Committee met at the Town Hall at 8:30 a.m.
The Committee received four (4) proposals in response to the Request for Proposal for the creation of a Wastewater Treatment Plant. All members were provided with a copy of the proposals received. A copy of the evaluation criteria portion of the RFP was also given to each member for reference when reviewing the proposals.
Proposal Received:
1. Earth Tech, 196 Baker Avenue, Concord, Ma 01742
2. Tata & Howard, 125 Turnpike Road, Westboro, Ma 01581
3. Newfields, 77 1st Street, Melrose, Ma 02176
4. Tutela Engineering, 12 Bay Street, Wilmington, MA 01887
According to the schedule provided to DEP a firm must be selected by November 1, 2005.
The Committee discussed the process for evaluating the proposals. Mr. Spratt agreed to put together a spreadsheet of the evaluation criteria for each member to use when reviewing the proposals. The Committee agreed that given the limited amount of proposals received they will review all proposals even if it appears one does not meet the minimum qualifications. The Committee will let Town Administrator Jodi Ross know of any technicalities so that it can be determined if they are considered minor, and if not she will contact the Attorney General’s office for determination.
Ms. Ross stated that she is holding the sealed price proposals until the review process has been completed. She stated that to avoid any conflict of interest she will not review and rate the proposals but will oversee the process of the Committee.
Next meeting will be Thursday, October 20th at 8:30 a.m. to review the results of the review process and if determined to be complete will review the price proposals.
ADMINISTRATIVE CONSENT ORDER
Ms. Ross reported that she will be presenting the administrator consent order to the Board of Selectmen at their meeting of October 6, 2005 for signature. She stated that DEP was not favorable to all revisions proposed but did accept a couple of minor revisions.
