Chairman Wysocki called the Board of Selectmen’s meeting to order at 7:00 p.m.

MAY 1, 2017 ANNUAL TOWN MEETING WARRANT
Articles:  On a motion made by Frain and seconded by Keep, the Board of Selection voted to approve Article 3:  Fiscal Year 2018 Operating Budget.  (Wysocki – yes, Frain – yes, Keep – yes)

On a motion made by Frain and seconded by Keep, the Board of Selection voted to approve Article 21:  Purchase of SUV $25,000. (Wysocki – yes, Frain – yes, Keep – yes)  This article was originally $40,000 and reduced to $25,000 for the purchase of a used SUV for off road rescues and towing portable lighting.   Options researched between now and the town meeting may allow the article to be passed over.  

Article 34:  Citizen’s Petition – Purchase of the Town Common - $270,000:  The original citizen’s petition to purchase the Town Common did not include language to exempt the amount required to pay for the bond issued to purchase the town common and second citizen’s petition was submitted to include the appropriate language.  

Ms. Giunta, Fox Run Road asked if Mr. Frain and Mr. Keep should be recusing themselves from this vote and then invoke the rule of necessity because they live on Main Street and their property values may be impacted.  Mr. Lowe stated that it is up to each individual to determine if they have a conflict of interest.  Mr. Frain and Mr. Keep both felt it was not a conflict of interest.

On a motion made by Frain and seconded by Keep, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Frain – no, Keep – yes)  Mr. Frain stated that he is incredibly appreciative of the effort to develop this property.  He has no opposition to buying the property but he is voting no because of the contamination and concern with liability. He would rather see the Town buying the property after a few years of stability.  

Mr. Shnitzler, Meadow Road asked Mr. Frain to abstain instead of voting against the purchase until he has the opportunity read a recent email sent out regarding various options.

Article 35:  Citizen’s Petition – Purchase of the Town Common - $270,000:  Article 34 replaces Article 35, and therefore, on a motion made by Frain and seconded by Keep, the Board of Selectmen voted to take no action on this article.  (Wysocki – yes, Frain – yes, Keep – yes)

Board of Selectmen’s Statement:  On a motion made by Frain and seconded by Keep, the Board of Selectmen voted to approve the Board of Selectmen’s Statement.  (Wysocki – yes, Frain – yes, Keep – yes)

On a motion made by Frain and seconded by Keep, the Board of Selectmen voted to close and execute the May 1, 2017 Annual Town Meeting.  (Wysocki – yes, Frain – yes, Keep – yes)

On a motion made by Frain and seconded by Keep, the Board of Selectmen voted to adjourn at 7:23 p.m.  (Wysocki – yes, Frain – yes, Keep – yes)
