EXECUTIVE SESSION
On a motion made by Wysocki and seconded by Frain, the Board of Selectmen voted 3-0 by roll call (Wysocki – yes, Frain – yes, Keep -yes) to enter into executive session at 6:42 p.m. pursuant to MGL c. 30A, Section 21 (a) to discuss strategy with respect to contract negotiations with non-union personnel.  The Board announced it would reconvene to open session.

OPEN SESSION
Chairman Wysocki called the Board of Selectmen’s meeting to order at 7:25 p.m.

DISCUSSION AND POSSIBLE VOTE ON TOWN ADMINISTRATOR CONTRACT
Chairman Wysocki reported that his colleagues have requested a red line version of the Town Administrator’s existing contract for review.  Therefore, the executive session held this evening pursuant to MGL c. 30A, Section 21 (a) to discuss strategy with respect to contract negotiations with non-union personnel is being continued to the next Board of Selectmen’s meeting on December 1, 2016 and will be held at the end of the meeting.

RECALL BYLAW REVISION
The Town of Bolton voted to implement a recall bylaw that would allow residents to recall an elected official.  The Town Meeting approved the bylaw and it was then sent to the legislature and the Secretary of State for approval.  The Secretary of the State suggested some edits which included defining the period of time for the signatures to be certified once turned into the Town Clerk.  On a motion made by Frain and seconded by Keep, the Board of Selectmen voted to approve the language that the signatures would be certified within 24 hours.  (Wysocki – yes, Frain – yes, Keep – yes)

REVIEW OF SPECIAL TOWN MEETING WARRANT
Article 1: Purchase of New Boiler at Emerson School:  On a motion made by Fran and seconded by Keep, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Frain – yes, Keep – yes)

Repair of the Wastewater Treatment Facility:   On a motion made by Fran and seconded by Keep, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Frain – yes, Keep – yes)

Article 3:  Unemployment Settlement:   On a motion made by Fran and seconded by Keep, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Frain – yes, Keep – yes)
Article 4:  Retroactive Pay – Police Contract – FY15:  On a motion made by Fran and seconded by Keep, the Board of Selectmen voted to approve this article.  (Wysocki – yes, Frain – yes, Keep – yes)

On a motion made by Keep and seconded by Frain, the Board of Selectmen voted to adjourn at 7:41 p.m.    (Wysocki – yes, Frain – yes, Keep – yes)
