Board of Selectmen Minutes 10-06-16

Chairman Wysocki called the Board of Selectmen’s meeting to order at 7:00 p.m.

Selectman Frain was unable to attend the Board of Selectmen’s meeting, therefore the executive session regarding negotiations with non-union personnel scheduled for 6:30 and the possible vote on the Town Administrator’s contract was deferred to the next Board of Selectmen’s meeting.  

SIGN REQUEST – 237 MAIN STREET
Mr. Mullen met with the Board of Selectmen to request approval for two signs at his business – Elevator Engineering - located at 237 Sugar Road.  The proposal is to place a sign (18”X96”) on the front of the building and a sign (30”X32”) on the rear of building.  On a motion made by Wysocki and seconded by Keep, the Board of Selectmen approved the signs contingent on the approval of Mike Sauvageau, Building Inspector.   (Wysocki – yes, Keep – yes)

ONE-DAY LIQUOR LICENSE – SCHARTNER FARM, 211 WEST BERLIN ROAD
Ms. Kristen Schartner met with the Board of Selectmen to request a one-day liquor license for the “Taste of the Maze” event to be held on Sunday, October 16, 2016 from 10:00 to 5:00 p.m. at the Schartner Farm, 211 West Berlin Road.  Chief Nelson didn’t have any concerns regarding this event.  On a motion made by Keep and seconded by Wysocki, the Board of Selectmen voted to approve the one-day liquor license.  (Wysocki – yes, Keep – yes)

SIGN REQUEST – LION’S CLUB, HAUNTED CORN MAZE
Mr. David Foster, a member of the Lion’s Club met with the Board of Selectmen to request permission to place approximately 10 signs (18”X24”) around town and a banner (9’X3’) at Pond Park advertising the Haunted Corn Maze which is a fundraiser in conjunction with the Helping Hands Cancer Organization. The event will be held on October 22nd at the Schartner Farm. The location of the signs include the intersection of Route 117/Wattaquadock Hill Road, Route 117/Sugar Road and Memorial field.  The event will be held on October 22nd at the Schartner Farm.  On a motion made by Keep and seconded by Wysocki, the Board of Selectmen voted to approve the request.  (Wysocki –yes, Keep – yes)  The Board of Selectmen cautioned Mr. Foster to be sure he receives permission from any owners of private property before placing a sign on the property.

APPOINTMENT TO THE AUDIT ADVISORY COMMITTEE:  Ms. Hughes met with the Board of Selectmen to express her continued interest in serving on the Audit Advisory Committee for the Town of Bolton.  Advisory Committee members Connie Benjamin, Brian Boyle, Ken Troup, Ted Kirchner and Joe Myerson were also present for this meeting.  Ms. Day reported that she didn’t receive any responses to the advertisement seeking a volunteer.  On a motion made by Wysocki and seconded by Keep, the Board of Selectmen and Advisory Committee voted to appoint Heather Hughes, Representative of the Audit Advisory Committee.  (Wysocki – yes, Keep –yes, Benjamin –yes, Boyle – yes, Troup   - yes, Kirchner – yes, Myerson –yes)

TOWN ADMINISTRATOR REPORT
Update on Minuteman:  Mr. Lowe reported that the vote funding the proposed new school for Minuteman passed in all towns except for Belmont.  The Building Committee is seeking proposals for a general contractor for the project and have received interest from approximately 8 companies.  Mr. Wysocki stated that because of the special vote that had to take place, the project was delayed and construction costs increased while the amount the towns approved to spend remains the same.  Therefore, adjustments will have to be made to stay within budget.

Update on the Department of Transportation (DOT) Meeting:   Mr. Lowe attended a meeting at the Nashoba Regional High School on October 4, 2016 with Mr. Barry Lorion, District 3 Operations Engineer and Jonathan Gulliver, District Highway Director from the Department of Transportation, along with high school officials, representatives from the Bolton Board of Selectmen, Department of Works, Public Ways Safety Committee, Police Department, and the Town of Lancaster.  The group witnessed the traffic in front of the high school at the intersection of Green Road, Route 117 and Forbush Mill Road and talked about ways to improve safety in this area.  Suggestions such as trimming along Green Road and Route 117 to improve the line of site, upgrading the signage, adding striping and curbing to better channel the through traffic and traffic accessing Classic Pizza and creating a 10-foot travel lane. Mr. Lowe’s opinion was the upgrade of signage and trimming could be done in a timely manner.  The DOT representatives recommended that the Town hire an engineer to prepare a design and plan.  Mr. Keep recommended that the three towns as well as the School Committee send a joint letter to the DOT informing them of the importance of the intersection for the town and the students. Mr. Brown, DPW Director will meet with representatives of DOT to discuss recommendation of engineers.  

Update on Camp Virginia:  Mr. Troup reported that he met with Barbara Fortier, representative of the Girl Scouts who is responsible for the disposition of Camp Virginia.  Robert Roemer, Dan Gaffney, Elizabeth Schoepke and Ellie Vinacco also attended the meeting with Mr. Troup.  Bottom line is everyone would like to preserve the land. Ms. Fortier was favorable to working with the Town provided the town shows feedback and progress toward a purchase that she hoped could be completed during 2017. Ms. Fortier would be happy to meet with the Board of Selectmen.  Mr. Troup is seeking individuals interested in serving on a Subcommittee to coordinate a plan for eventual purchase, use and maintenance.   Currently, there are several people interested including David Wylie, Margaret Campbell, Emily Winner, Michele and Logan Chieffo, Don Vespa and Panny Gerken.

Completing the open space plan would make us much more competitive when applying for the Massachusetts Local Acquisitions for Natural Diversity Land grant.  Town meeting approval would also be required.  Mr. Lowe stated that the Board of Selectmen will be discussing the possibility of a Special Town Meeting at their meeting on October 20, 2016.   The formation of the Subcommittee will also be put on the Selectmen’s agenda for October 20, 2016.

Mr. Keep stated that there are a lot of potential projects that could benefit from the Community Preservation Act (CPA) and this would be one of them.   The Selectmen will continue discussions regarding the Community Preservation Act with the Advisory Committee.

BOARD OF SELECTMEN BUSINESS
Common Victualer License:  Bolton Bean owners, Randy and Travis Patterson were present for the meeting.  On a motion made by Keep and seconded by Wysocki, the Board of Selectmen voted to approve the common victualer license for Bolton Bean, 626 Main Street.  (Wysocki – yes, Keep – yes)

Nashoba Valley Winery:  The Board of Selectmen executed the pouring license previously approved by the Board of Selectmen and the Alcoholic Beverages Control Commission for Nashoba Valley Winery, 92-100 Wattaquadock Hill Road.  

On a motion made by Keep and seconded by Wysocki, the Board of Selectmen voted to adjourn at 7:33 p.m.  (Wysocki – yes, Keep – yes)
