Chairman Sprague called the Board of Selectmen’s meeting to order at 7:00 p.m.

Advisory Committee Chairman Brad Cote and members Connie Benjamin, Joe Myerson, Craig Lauer and Kenneth Troup were present for the meeting.

ANNUAL TOWN MEETING WARRANT REVIEW
Board of Selectmen Statement  
The Board of Selectmen reviewed the draft Selectmen’s Statement for the Annual Town Meeting warrant.  It was Mr. Frain’s opinion that excessive overtime was due to the police contract rather than any staff turnover due to alleged low wages which then resulted in excessive overtime.  As a compromise, language was added to state that the excessive overtime was “in part” due to the staff turnover and low wages. On a motion made by Wysocki and seconded by Sprague, the Board of Selectmen voted to approve the Statement as amended.  (Sprague – yes, Wysocki – yes, Frain – yes)

Articles
Article 2:  Fiscal Year 2017 Operating Budget - On a motion made by Wysocki and seconded by Frain, the Board of Selectmen voted to approve the article as written. (Sprague – yes, Wysocki – yes, Frain – yes).

Article 21:  Purchase of a Chest Compression System – The Ambulance Department has an ambulance receipts account for insurance payments received and a donations account for gifts received. The Board of Selectmen and Advisory Committee discussed the accounts and recommended that Mr. Lowe draft a policy for disbursement of the funds for the two accounts.  On a motion made by Wysocki and seconded by Frain, the Board of Selectmen voted to approve this article for the purchase of the chest compression system from the ambulance receipts account.  (Sprague – yes, Wysocki –yes, Frain – yes)  

Article 25:  Amendment to the Code of the Town of Bolton, Division 1, Part II, General Legislation, Chapter 211, Streets and Sidewalks – to add Article IV, Section 211-7, Public Way Access Permits:  The Board of Selectmen reconsidered their vote at a previous meeting to remove the above-mentioned article for the Annual Town Meeting warrant.  On a motion made by Wysocki and seconded by Frain, the Board of Selectmen voted to reinstate the article on the Annual Town Meeting Warrant.  (Sprague – yes, Wysocki – yes, Frain – yes)  On a motion made by Wysocki and seconded by Sprague, the Board of Selectmen voted to disapprove the article.  (Sprague – yes, Wysocki – yes, Frain – no)

On a motion made by Wysocki and seconded by Frain, the Board of Selectmen voted to close and execute the Annual Town Meeting Warrant scheduled for May 2, 2016.  (Sprague – yes, Wysocki – yes, Frain – yes)

On a motion made by Wysocki and seconded by Frain, the Board of Selectmen voted to adjourn at 7:35 p.m.   (Sprague – yes, Wysocki – yes, Frain – yes)
