Chairman Sprague called the Board of Selectmen’s meeting to order at 7:00 p.m.

REVIEW OF THE ANNUAL TOWN MEETING WARRANT – MAY 2, 2016
The Board of Selectmen reviewed the first draft of the warrant for the Annual Town Meeting to be held on May 2, 2016.   The warrant includes 27 articles at this time.  Mr. Lowe stated that the final layout and sequence of the warrant has not necessarily be finalized.   Nashoba Regional High School Auditorium has been reserved for a second night if necessary.

DAMANN PARCELS (13.5 acres on Whitcomb Road, Map 6E – 1.1 and .5 acres on Corn Road, Map 6D, Parcel 87)

Mr. Brian Berube, Chairman of the Conservation Commission met with the Selectmen to discuss the acceptance of two parcels that Mr. and Mrs. Stephen Daman would like to gift to the town.  Although the Conservation Commission was favorable to the acceptance of the land, the Board of Selectmen must vote to accept the parcels before they are recorded at the Registry of Deeds.  The Conservation Commission didn’t see any issues with the appraisals for both parcels.
 
Approval was deferred to the next Board of Selectmen’s meeting to allow the Board the opportunity to review the appraisals received for both parcels.  The Conservation Commission will also conduct a site visit prior to the next Board of Selectmen’s meeting.

TOWN ADMINISTRATOR REPORT
Update on Minuteman:  Mr. Lowe reported that all 16 towns voted to approve the Minuteman Regional Agreement.  Six of the sixteen towns voted to withdraw from the district but that does not mean that the towns won’t send students there.

Update on feedback from the Department of Transportation (DOT) regarding the Route 117 Committee Report:  Mr. Lowe stated that he expects to have a response from the DOT by the end of next week.

SELECTMEN BUSINESS
Agreement between Syncarpha 2 and the Town of Bolton:  As recommended by the Board of Assessors, on a motion made by Wysocki and seconded by Frain, the Board of Selectmen voted to execute the tax agreement between Bolton and Syncarpha LLC. (Sprague – yes, Wysocki –yes, Frain – yes)

Bolton Access Television Expenses:  On a motion made by Wysocki and seconded by Frain, the Board of Selectmen voted to release $27,348.80 from the Comcast fund to Bolton Access Television for their operating expenses, as requested by Mr. Frank Lazgin.  (Sprague – yes, Wysocki –yes, Frain - yes)
Letter authorizing Charter Communications to provide cable services to 252 West Berlin Road:  On a motion made by Wysocki and seconded by Frain, the Board of Selectmen voted to authorize Charter Communications to provide cable television and high speed internet service to 252 West Berlin Road.  (Sprague – yes, Wysocki – yes, Frain – yes)

Post Special Town Meeting discussion:   Both articles passed unanimously at the Special Town Meeting on February 22, 2016.  Article 1 allowed the town to reimburse $727.17 to Karen Regan for expenses in a previous year; and Article 2 approved amendments to the Minuteman Regional High School’s regional agreement.  The residents were thanked for attending the meeting and Pam Powell was congratulated for doing a great job as Acting Moderator.

On a motion made by Wysocki and seconded by Frain, the Board of Selectmen voted to adjourn at 8:00 p.m.
