Chairman Sprague called the Board of Selectmen’s meeting to order at 7:00 p.m.

POLE HEARING – HUBBARD LANE
The Board of Selectmen opened the public hearing on the petition of National Grid to excavate the public street and run and maintain underground electric conduits on Hubbard Lane, beginning at a point approximately 410 feet northwest of the centerline of the intersection of Butternut Lane.  Mr. Mark Caisse, Tree Warden and Ms. Iris Price, representative from National Grid attended the meeting.  Mr. Caisse questioned the impact on a group of 5 maple trees in the town easement.  

On a motion made by Wysocki and seconded by Frain, the Board of Selectmen voted to continue the pole hearing to February 11, 2016 at 7:00 p.m. to give Mr. Caisse and Ms. Price the opportunity to visit the site and determine the impact to the trees.  (Sprague – yes, Wysocki –yes, Frain – yes)

MOSQUITO CONTROL PROPOSAL
At the request of the Board of Health, representatives from Vector Disease Control International (VDCI) met with the Board of Selectmen to give a presentation on mosquito monitoring and treatment options available to the town.  VDCI has been in Massachusetts for three years and currently services Nantucket and is talking to other neighboring towns.  VDCI offers integrated mosquito control which includes surveillance, monitoring, and testing for disease, larval surveying and inspections, larval treatments and habitat management, adult mosquito control, public education and governmental coordinator, data collection, tracking, GIS mapping and analysis and reporting and communication.  

VDCI would like to partner with Bolton to develop a mosquito control program and have a plan in place to take action if a disease is detected.  VDCI stated that they could cater a program based on the town’s budget and proposed a monitoring program costing approximately $14,900 with a treatment plan being implemented later if needed.    Mr. Lowe stated that if town meeting approved a monitoring program and additional services were required later the town could not act quickly because the funds were not originally approved.

The next step would be for the Board of Health to hold a public hearing to determine if it should be put on the warrant for an upcoming town meeting.  

FINAL REPORT ON ROUTE 117
Mr. Burt Shnitzler, Chairman, of the Route 117 Prioritization Committee presented the Board of Selectmen with the final report on Route 117 that was prepared by the Route 117 Prioritization Committee.  
The Committee reviewed the Main Street Safety Task Group Report, dated October 1, 2002; the Mobility Committee – Non-motorized Transportation Recommendation, dated September 9, 2014; and the MassDOT Route 117 Review of Ownership Transfer, dated October 2014.  
The six (6) priorities in the report included 1) Traffic Calming and Speed Enforcement on Route 117; 2) Nashoba Regional High School Area, 3) Town Center Area, 4) Route 110/117 Intersection, 5) Route 117 West of Manor Road, and 6) Guardrails.   

The Route 117 Committee agreed that if the recommendations in the final report are to be implemented, they should be implemented in their entirety.

The Route 117 Report will be sent to the Department of Transportation for their review and feedback.

SIGN REQUESTS
Coldwell Banker, 626 Main Street/718 Main Street:  Mr. Paul Tripp, from Classic Signs, Inc. requested approval for a temporary sign at 718 Main Street announcing that the Coldwell Banker office is moving to 626 Main Street.  Approval was also requested for two signs to be located on the building at 626 Main Street.  A sign has also be added to the sign directory located on the sign centered between the two driveways.    Mr. Michael Sauvageau, Building Inspector and Mr. Frank Patterson, owner of 626 Main Street approved the requested signs.  On a motion made by Wysocki and seconded by Frain, the Board of Selectmen voted to approve the temporary sign at 718 Main Street and the new signs at 626 Main Street.  (Sprague – yes, Wysocki –yes, Frain – yes)

Bolton Family Medicine – 146 Hudson Road:  Mr. Salvatore Perla, President & CEO, of Nashoba Valley Medical Center and Ms. Virginia Leonard, Nashoba Valley Medical Center requested approval to place a banner on the property of the medical practice located at 146 Hudson Road and locations such as the Pond Park, Bolton Orchards and a private home at the corner of Route 85.  The signs will note that the office is now open, accepting new patients and provide the location and phone number.  Mr. Perla has received permission from Sarah and Joel O’Toole, Bolton Orchards to place a banner on their property.  

Mr. Perla was informed that approval and a permit was also required for the permanent sign at 146 Hudson Road.

On a motion made by Wysocki and seconded by Frain, the Board of Selectmen voted to approve the request for a banner at 146 Hudson Road and Bolton Orchards.  Approval was also granted to allow a banner on another commercial or homeowner property provided they receive written approval and submit the approval to the Board of Selectmen.  The banners will be allowed for 60 days.  

The Board of Selectmen also approved the sign already installed at 146 Hudson Road and Mr. Perla is not required to meet with the Board of Selectmen provided he submits an application and receives a permit for the sign.  (Sprague – yes, Wysocki – yes, Frain – yes)  


TOWN ADMINISTRATOR REPORT
Update on Minuteman:  As a reminder, the Special Town Meeting is February 8, 2016 at 7:00 p.m. to vote on the proposed new Regional Agreement and a quorum of 75 people is required.
The Massachusetts School Building Authority (MSBA) approved the project and will receive reimbursement as long as all 16 towns approve the building project by June 30, 2016.  If all 16 towns vote to remain in the district the estimated tax impact per median house is $65.22 which is an estimated $13.67 per $100,000 of valuation.  If only 9 towns remain in the district the estimated tax impact per median house would be $66.21 which is an estimated $13.87 per $100,000 of valuation.  

Damaged Pole – Main Street:  Mr. Lowe reported that the guy wires have been moved off of the damaged pole on Main Street and Verizon has been contacted to remove the pole.

BOARD OF SELECTMEN BUSINESS
Memorandum of Agreement concerning the Special Project Waiver Cadet EMT Program:  On a motion made by Wysocki and seconded by Frain, the Board of Selectmen voted to execute the Memorandum of Agreement concerning the Special Project Waiver Cadet EMT Program.  (Sprague - yes, Wysocki - yes, Frain - yes)

Letter Supporting Community Based Solar Photovoltaic Outreach and Education Program:
On a motion made by Wysocki and seconded by Frain, the Board of Selectmen voted to execute a letter of support committing to the municipality’s full involvement and collaboration with the Massachusetts Clean Energy Commission (MassCEC) and the future selected installer in this Solarize Mass program.  (Sprague – yes, Wysocki –yes, Frain –yes)

Mr. Wysocki suggested that the Bolton Solarize Committee put information on the website to educate homeowners on the cost, what is available as far as tax credits and low cost loans, etc.   

EXECUTIVE SESSION
On a motion made by Wysocki and seconded by Frain, the Board of Selectmen voted 3-0 by roll call (Sprague – yes, Wysocki – yes, Frain - yes) to enter into executive session at 8:00 p.m., pursuant to Massachusetts General Laws, chapter 30A, 21(a)3 to discuss strategy with respect to collective bargaining for the Police and Dispatch Unions and impact bargaining for the Police Union, as the Chair finds that an open meeting may have a detrimental effect on the Board’s bargaining position.

The Board announced it will not reconvene to open session.  (Sprague – yes, Wysocki – yes, Frain – yes)
