The Board of Selectmen met at the Town hall at 7:00 p.m.  
 
SPECIAL TOWN MEETING WARRANT 
The Board of Selectmen reviewed the special town meeting warrant.  Minor revisions were made. 
 
On a motion made by Wysocki and seconded by Troup the Board of Selectmen voted to approve the articles as amended:  
 
Article 1: Amendment to Section 2.6 Definitions, Base Map, of the Town of Bolton Zoning Bylaws 
Article 2:  Amendment to Section 2.5.5.2 (j) Activity Regulations, of the Town of Bolton Bylaws 
Article 3:  Amendment to Section 2.3.4 Schedule of Uses, of the Town of Bolton Zoning Bylaws 
Article 4:  Designation of an Official to issue Trench Excavation Permits 
Article 5:  Amendment to the Personnel Bylaw – Addition of Table of Contents 
Article 6:  Amendment to the Personnel Bylaw – To Correct the Numbering 
 
On a motion made by Troup and seconded by Wysocki the Board of Selectmen closed the special town meeting warrant for Monday, July 14, 2008. (Plante – yes, Troup – yes, Wysocki – yes) 
 
BUILDING INSPECTOR 
Ms. Ross informed the Board of Selectmen that we will advertise for a temporary building inspector to help with the workload while our Building Inspector Frank Krysa is out sick.  Ms. Day will contact Murphy Insurance to find out if we hired a building inspector as a contractor what type of coverage they would be required to carry.  
 
FORCE MAIN MEETING 
The Board of Health has scheduled the meeting with residents regarding the force main for July 8th at 7:30 p.m. The Board of Selectmen will attend this meeting.  
 
MOSQUITO CONTROL 
The cost to spray for mosquitoes is approximately $43,000.  Mr. Plante spoke with Ms. Paquette and informed her that there will not be an article on the special town meeting warrant but that the Selectmen would support an article for the annual town meeting.  He recommended that Ms. Paquette work with the Board of Health to address this issue.   
 
 
STEPHENSON PROPERTY 
Ms. Ross reported she has received a letter from John Stephenson, Jr. asking if the town would be interested in purchasing the corner lot across from the Memorial Field ball field at the corner of Manor Road and Wattaquadock Hill Road for additional parking for the ball field.  The Board of Selectmen suggested that Town Planner Jenny Atwood Burney look into this property related to parking purposes and that Conservation Administrator Carol Gumbart look into this property to determine how much of this property is wetlands.   
 
Mr. Stephenson also asked if the Town would be interested in the parcel of land next to the Catholic Church along Main Street.   This piece is zoned Chapter 61A.  He stated they have been approached by a local builder that would be interested in purchasing this piece if it could be used as a Commercial site. The Catholic Church may be leaving town and this property may come up for sale. If these two pieces were combined it could be a very useful Commercial piece of property for the town.  The Board of Selectmen would like to know the size of both parcels and if an appraisal had been done on both properties.  
 
BITUMINOUS CONCRETE BIDS  
Mr. Brown went out to bid for bituminous concrete for per ton in place and per ton in plant.  No escalation clauses or surcharges were permitted including fuel surcharges. Five bids were received; three included escalation clauses and were therefore disqualified.   
Based on bid results the Selectmen recommended that all bids be rejected as it is not deemed in the best interest of the town and the bituminous concrete is re-bid with the job to be completed by October 1, 2008.  Mr. Plante will contact Mr. Brown regarding their recommendation.   
 
SPECIAL PERMIT REQUEST 
An application for a special permit has been submitted by TRM on behalf of MetroPCS for the proposed installation of a Telecommunications facility onto the existing wireless communications tower located at 57 Main Street.  
 
TOWN ADMINISTRATOR SEARCH 
On a motion made by Wysocki and seconded by Troup, the Board of Selectmen voted to hire a consultant for the purposes of hiring a new town administrator.  (Plante – yes, Troup – yes, Wysocki – yes) 
 
The Selectmen will hold off on advertising for individuals to serve on the search committee until a consultant is hired.
