Members present included:   Mary Ciummo, Peter Ross, Rob Hagopian and Leslie Breeze.

Visitors:  Jennifer Attwood Burney

Minutes of the previous meeting were approved.

Mobility Plan

Jennifer attended to discuss the process and progress towards forming the Mobility Committee

The goal for the Committee is to produce a plan (similar to that of other towns) with a target completion date.  At this point they will not be responsible for implementation.

Membership:
  • The initial chairperson would be a PWSC member.
  • Members from other Town Committees could come from: Planning, Conservation Commission, Parks and Recreation.
  • Close liaison should be maintained with the Police and Public Works Departments.
  • One citizen volunteer has raised his hand: Winslow Green, and he will be contacted.
Publicity for membership and mission:
  • Post a notice at various places: School, Senior Center, and Library.
  • Jennifer will publish the article on her blog.
  • Linda has posted the article to the Town “News and Announcements” email list.
  • We need to approach the chairpersons of each committee to solicit membership.
Grants for consulting help or writing the plan:
  • Department of Housing and Community Development (DHCD) and Metro Area Planning Commission (MAPC) do not have any funding this year.
  • Would the Bolton Board of Health be a source of funding?
Traffic Impact of New Developments

  • It was noted that presentations of the “Kane Property” and “Salt Box” development plans recently made to the Planning Board did not adequately address potential traffic problems.
  • PWSC should express concerns to Don Lowe and the Planning Board recommending that traffic studies should be required and should be at the expense of the developers.
Line of Sight Bylaw

  • A review at the Advisory Board is scheduled for January 31st
  • A review at the Board of Selectmen is scheduled for February 9th
  • No date is set for a review at the Planning Board or for a Public Hearing.
Annual Report

The annual report was reviewed and approved.  Thanks to Mary for compiling it.

Motion to adjourn was accepted and the meeting concluded at 8:30pm.
