Public Ways Safety Committee
Bolton, Massachusetts
September 14, 2011

Members Present:  Peter Ross, Tom Kittler, Leslie Breeze, Mary Ciummo.
Invited Guests:  Dave Lindsey (BOS) and Jennifer Atwood Burney (Town Planner).
The meeting was called to order at 7:00 p.m.  The minutes for August 24, 2011 were reviewed and accepted.
Walkway Plan:  The Town Planner met with us to discuss creating a plan and recommended the following:
  • Change wording from “walkway” to “mobility” in order to encompass not only walkways but also bike lanes and other mobility options.
  • Approach the BOS now for approval to form a subcommittee comprised of other board/committee members and the general public.  Leslie will contact Linda Day to set up a meeting with the BOS.
  • There are two walkway grants that are coming up in November and January for money to hire a consultant.  Once we have the go ahead from the BOS, Jennifer will apply for these grants.
  • Hold a kickoff meeting.
  • The new subcommittee will have the support of the Town Planner and the Conservation Administrator.
Line of Sight Bylaw:  Dave Lindsey, a member of the Board of Selectmen, met with us to review the bylaw post-Town Meeting.  He offered to work with us on the draft and made the following suggestions:
  • Have the BOS agree to the rules and regulations section of the bylaw.
  • Upon a citizen complaint, PWSC should investigate.  If there is an issue, PWSC should talk to the Town Administrator, who will try to remediate with the property owner.  If the property owner refuses to act then the individual goes before the BOS and is fined.
  • Keep the property owner’s name private until the individual is contacted by the Town Administrator.
  • Meet with the townspeople who were against the bylaw.
Master List of Intersections:  Berlin Road from Jordan Road to the Berlin Border was deferred until the next meeting.

The meeting was adjourned at 8:30 p.m.
