Public Ways Safety Committee
Bolton, Massachusetts
May 11th, 2011

The meeting convened at 7pm.
Members present: Mary Ciummo (chair), Leslie Breeze, Tom Kittler, Peter Ross

The minutes from the April 27th 2011 meeting were approved and accepted.

AGENDA BUSINESS

  • Line of Sight Bylaw –Review of Town Meeting
  • The committee felt we did all we could but the slim shortfall of the needed 2/3 majority was unfortunate.
Peter suggested modifications to exempt all existing conditions and write regulations concerning brush as guidelines might alleviate objections.
Tom thought it should be presented as is to a future Town Meeting
The Town Planner suggested asking the Planning Board and Board of Selectmen for their suggested future steps.
Mary will make appointments with Planning and BoS.

  • Record Keeping Responsibilities
  • The committee paid tribute to Deb Kellett.   She was an original member of the Main Street Task Force and remained as a member and periodic chairman of the PWSC for 9 years.  Her contributions and sage advice were highly valued and respected and she will be missed.
  • Deb had kept an exhaustive archive in hard copy and an index using “File Maker Pro”.  Mary will collect these records and we will endeavor to find out if File Maker Pro will run on a PC (in addition to a Mac) and how to use it.
  • We discussed the merit of keeping the archive somewhere at the Town Hall.
  • Moveable crosswalk signs and crosswalk painting
  • There has been no response from DPW to Rob’s enquiring email.
  • Master list of intersections – South Bolton road
  • We don’t know if the stretch between Spectacle Hill and Lively is qualified as a Thickly Settled area, and thus can be subject to a 30mph limit.  The closeness of houses to the road with parked cars and children present is a safety concern.
Traffic volume is expected to increase as the Spectacle Hill development is built since this will be the access route to I-495.
The merits of a 3-way Stop at Spectacle Hill were discussed.
Peter will write to the Police Department and Planning expressing concern and soliciting their input.
Tom will speak to Margaret and Stan Campbell, the residents at that intersection, for their input.

  • Bolton walkway plan
  • It will be difficult to use Sudbury’s excellent plan as a template since it closely references their Master Plan.  Bolton’s Master Plan does not address the need for walkways other than on Main St and in the Town center.
  • It was suggested we also incorporate ideas from the town of Acton’s planning documents when Bolton’s plan is created.
  • In the meantime we will continue to work with Planning (Jennifer).

NEW BUSINESS:

  • Filling vacancies on Committee
  • There are now 2 vacancies on the PWSC
  • Sean Collins has indicated an interest in serving on several Town committees.  He is currently a Sterling Police Officer so we thought  his experience could be valuable to the PWSC.  Mary will respond to him and invite him to a future meeting.
