Guest: Barbara Bing for Partners for Planning

Minutes from the February 9 meeting were approved and accepted.

OLD BUSINESS:

DPW Meeting with Advisory:

  • Word from DPW is that they would welcome PWSC participation in DPW’s pending (3/1) budget presentation to Advisory.
  • We are particularly interested in fog and centerline painting and crosswalk painting.
  • Mary Ciummo will confirm our attendance with DPW and will also ask what other issues might use our support.
Line of Sight Bylaw status: Current version is 8.2

  • Peter Ross has prepared a power point presentation for Planning Board hearing March 9 and will e-mail it to Committee members for review.
  • We will request time for a full presentation at TM in May; we can always reduce our time request.
Intersections/Roads Review: Went over Peter Ross’ extensive summary of possible issues on Wilder Road. Agreed that principal issues are:

  • Inconsistent speed limits.
  • Ballville x Old Bay x Wilder only partially helped by prior recommendations in Yield to Stop report.
  • Private signage for International and Twin Springs are essentially useless as they are now.
  • Both fog and centerlines are needed. When road crosses into Lancaster both are present despite an apparent equal road width to that in Bolton.
  • A short centerline (or guidance line of dotted yellow) would be useful at foot of Wilder as it intersects with 117, even if centerline is not possible for entire length.
  • A dedicated Left Turn Only lane should be put in place for westbound traffic on 117 to turn onto Wilder Road when 117 is resurfaced/redesigned.
  • No Left Turn should be restored at intersection of Sampson and 117.
  • Discussion of brush clearing needs was deferred due to snow pack obscuring visibility at present.
NEW BUSINESS:

Partners for Planning proposal, Smith property: Barbara Bing presented the current draft proposal of Partners for Planning. This local group has come up with a proposal for use for the Smith Property.

After the presentation and discussion, the Committee informed Ms. Bing that this was the most acceptable proposal they have seen to date. It appears to be particularly traffic friendly, avoiding the increased congestion that other proposals would yield if adopted.

ITEMS CARRIED OVER TO NEXT MEETING:

Intersections/Roads Review: South Bolton Road.

Sudbury Walkway report as template.

Report on BOS response to inquiry about timing of light at Sugar x 117.

ACTION ITEMS:

Ciummo will check with DPW re/items we will support with Advisory.

Ross will e-mail presentation for Planning Board hearing.

All will review Sudbury Walkways plan and South Bolton road.

The meeting was adjourned at 8:30 p.m.
The next meeting is scheduled for 7:00 on Wednesday, March 9, 2010.
