Members present: Leslie Breeze, Mary Ciummo, Rob Hagopian, Deborah Kellett, Tom Kittler, Peter Ross.

Called to order at 7:05 PM.

Minutes from the November 24 meeting were approved and accepted.

OLD BUSINESS:
 
Line of Sight Bylaw Draft: Peter Ross reported that Don Lowe’s review of the latest (6.3) version of the Line of Sight Bylaw was favorable, with only one suggestion for further change.

  • Lowe suggested that no further appeal procedures were needed beyond review by BOS.
  • Peter will incorporate this change as version 6.4 and send to Linda Day for review by BOS. A cover letter will be included citing concurrence and review by all individuals and boards to date.
  • Peter will distribute the cover letter and version 6.4 to PWSC members without need for further review at this time.
Citizen request for Center Line on Wilder Road: Mary reported on feedback to date from Police and DPW to Mr. Beckwith’s request for the addition of a centerline on Wilder.

  • Chief Alfano responded that he would support the addition of a centerline to existing fog line.
  • Harold Brown of DPW has not yet responded; Mary will follow up.
  • Rob Hagopian has pulled Police accident reports for Wilder, but has not yet had opportunity to evaluate their implications for line painting.
Line painting in general: Peter has a copy of the current work order, but has not yet obtained a copy of the current Maintenance Schedule. He will follow up with DPW.

Pedestrian Mobility: Agreed that PWSC should review the Sudbury plan for relevance to Bolton; this report may provide an excellent template for Bolton.

  • After review, PWSC can debate how best to set up formal study (i.e. done by PWSC, done by sub-committee reporting to PWSC, etc.)
  • Mary will let Town Planner Burney know of our current thinking on this issue.

NEW BUSINESS:

Replacing Street Name Signs: Rob Hagopian led a discussion of the colors available for the mandated replacement of existing street name signs. New signs must be larger than current ones, and will be mixed case and reflective.

  • Adding the Town Seal is possible, but was rejected by PWSC as too costly and also making signs more tempting to vandalism (specifically, theft).
  • Given the available designs/colors, PWSC agreed that the best day and nighttime visibility would be achieved with a green background, white letters and a white border.
  • Rob will send an informal memo to DPW noting our thoughts on this issue.
Master List of Intersections: Agreed to begin working our way through the Master List of Intersections, a few roads at a time. Route 117 will not be considered at this time because of the pending STRAP grant.

  • Four roads were chosen for initial review, beginning with Wilder. The others are South Bolton, Sugar and Berlin.
  • Committee members will begin by looking at Wilder Road with an eye to safety improvements.
Margaret Campbell had requested time on our agenda to speak about concerns regarding the Spectacle Hill Road x So. Bolton Road area with the impact of Century Mill development. She had to cancel, so this issue was not considered at this time.

Annual Report: Items for inclusion in the Annual Report (July ’09-June ’10) were discussed.

Items to be included: Yield to Stop Report to Police; Line of Sight Bylaw draft; Bus Waiting area at Houghton Farms and continuing issues of making Bolton more walkable.

Ciummo will draft and submit to Town Secretary.



ACTION ITEMS:

Ross will revise Line of Sight Bylaw draft to version 6.4 and draft a cover letter; these will be sent to PWSC as well as to Linda Day to be circulated to BOS prior to scheduling a meeting with BOS.

Ciummo will follow up on DPW response to request for centerline on Wilder.

Hagopian will review Police accident reports for relevance to Wilder center line.

Ross will try to obtain road maintenance schedule (signage, road painting) from DPW.

Ciummo will let Town Planner Burney know of our current thoughts on a formal Pedestrian Mobility plan for Bolton.

Hagopian will send an informal memo to DPW regarding our preference for street name sign coloring and design.

All: All members will review Wilder Road for safety issues.

Ciummo will draft Annual Report.

The next meeting is scheduled for 7:00 on Wednesday, December 22, 2010.
