Members present: Mary Ciummo, Rob Hagopian, Deborah Kellett, Tom Kittler, Peter Ross

Minutes from the November 10th meeting were approved and accepted.

OLD BUSINESS:

  • To a request from the DPW, Rob has supplied the costs of LED crosswalk signs
  • Meeting with Police Chief follow up:
  • PWSC recommend that movable crosswalk bollards be placed at the side of the road within the breakdown lane in non-snow season.  This results from reports that they result in an obstruction for large vehicles at the confined Wattaquadoc Hill Road intersection.
  • PWSC should make an effort to attend Advisory Meetings at which the DPW discuss their budget in order to advocate for line painting and other safety related line items.
  • Peter will contact DPW to see if they have a schedule for annual line painting and if they have any road usage volume statistics
  • Line of Sight Bylaw:
  • Peter reported on comments received from the Conservation Commission
  • We agreed to include existing stone walls in the list of exemptions in para 2.
  • We disagreed with ConCom’s suggestion that trimming and pruning should be added to para 3.  We felt it would not guarantee that visibility would be maintained.
  • Due to ConCom’s procedures taking longer than 14 days, we agreed to let the compliance timeframe in para 5 be set by the Board of Selectmen.  A note will be added to the remedies section suggesting that the normal period for compliance be 14 days, or the date of the next BoS meeting.
  • Relative to the paragraph in “Procedures”, Peter will contact Don Lowe for his advice on how to define the appeal process if there is contention between a safety concern and the “letter of the law” as proposed.
  • Mobility Plan:
  • We will review the Sudbury Plan as to how much it applies to Bolton and hence to determine if we need to set up a sub committee to adapt it.
  • We thought we should pursue a bylaw change to require sidewalks along the frontage of all new developments to existing roads.
  • Wilder Road Line Painting
  • Although it had been discussed at the Nov 10 meeting resulting in support for Mr Beckwith’s request, a letter stating this has not yet been sent to Linda Day.
  • We feel that more documentary evidence of support is needed.  Rob presented MUTCD recommendations relative to road width and traffic volumes.  See earlier action item to see if DPW have statistics.
  • We should seek the opinion of the Police Department
  • Mary should send an email to Linda Day to say the matter is still in process.
 
NEW BUSINESS:
Other than the observation that the LED speed light on the westbound school zone sign was out, there was no new business discussed.  Peter will mention the failed light to DPW when he calls them on other items.

ACTION ITEMS:

Peter:  Contact DPW for line painting schedule, traffic statistics and failed LED light.
Mary:   Send email to Linda Day re Wilder road line painting


The meeting was adjourned at 8:30 p.m.
The next meeting is scheduled for 7:00 on Wednesday, December 8th 2010.
