Members Present:  Mary Ciummo (Chair), Leslie Breeze, Rob Hagopian, Deborah Kellett, Tom Kittler, Peter Ross.
Invited Guest:  Harold Brown, Director of the Department of Public Works.
The meeting began at 7:00 p.m.  The minutes from the June 9, 2010 meeting were approved and accepted.
Discussion Topics with Harold Brown:
  • No Passing Zone signs on Rt. 117 and Mass Highway’s response (letter attached).   There are some discrepancies between the line painting and signs.  Recommended to not replace signs.
  • New yield line painting, especially at the four crosswalks in town center (letter attached).   Mr. Brown was familiar with the new line painting, but stated that it couldn’t be done this year because there was no money in the budget to purchase the stencil, which is expensive.
  • Crosswalk painting.  The Committee stressed to Mr. Brown the need to paint the crosswalks more often in order for them to be visible throughout the year.  Mr. Brown noted that crosswalk painting is costly because it requires Police detail.
  • Berlin at S. Bolton signage completion (sign diagram attached).  The Committee requested the addition of a “Left Turn Must Yield” sign and dotted fog lines to indicate the right of way to this intersection.  Mr. Brown noted that fog line painting will be limited to main roads only and that there is not much money in the budget for signage.
  • Berlin at Fry.  The Committee requested that this intersection have the same signage and fog line painting as Berlin and S. Bolton.  At present there is a Yield sign at Fry; Board of Selectman approval is required to change it to a Stop.
  • Brush clearing.  The Committee remarked that the brush clearing at Sugar and Golden Run made a significant improvement to the sight lines at that intersection.
  • STRAP grant.  Mr. Brown stated that the firm Bayside Engineering has signed on.
  • Smith property.  The Committee stated their concerns with the impact on traffic.  Mr. Brown mentioned the 2001 MAGIC study that addressed installing a traffic light along with capacity improvements such as widening the road.
  • PWSC assisting DPW.  The Committee offered their assistance to Mr. Brown to advocate for budget items.  Mr. Brown recommended attending meetings with BOS and Advisory around budgeting time.  The Committee asked Mr. Brown to give a “heads up” as to when these meetings will take place.
The meeting was adjourned at 8:30.
