Members present: Barbara Bing, Leslie Breeze, Mary Ciummo (Chair), Rob Hagopian, Deborah Kellett, Tom Kittler, Peter Ross

Minutes from the May 26 meeting were approved and accepted.

OLD BUSINESS:
 
Yield to Stop: Hagopian’s summary report on the Yield to Stop recommendations is almost complete, just needs a few editions. Rob anticipates distributing final draft shortly.

Position Open: Town Secretary has been notified that we will have an open position that needs posting. Says she will post end of June when several other committee vacancies come due.

Nourse Road Fence: Ross continues to monitor (through realtor). No new developments.

Yield Road Paint markings: Hagopian has drafted a memo to H. Brown of DPW, suggesting that the new MUTCD paint indicators be added to the 117 crosswalks when the crosswalks are next painted. This will be included in upcoming discussion with Brown (June 23).

Mass Hwy Response re/Passing Zones: Discuss with upcoming meeting with Brown.

Master List of Intersections: Hagopian reported that this list is complete and he will be distributing working copies to members this coming week. Ciummo distributed copies of the Ducharme and Dillis Base Map of town, 2008, which will be PWSC’s reference map.

Lacrosse Field on 117: Ciummo reported on having contacted Terry Boots, director of Tri-Town League regarding our concerns about possible dangers of youngsters crossing 117 (roadside parking to field and vice versa). He said he was not aware that it was a problem, but strongly agreed that such behavior should be discouraged and said he would e-mail all the involved parents suggesting that they be mindful of the potential dangers of parking on the westbound side of 117. No further action by PWSC at present.

NEW BUSINESS:

Honoring Barbara Bing: Barbara will be leaving PWSC at the end of her term this month. She was an original member of the Main Street Safety Committee and has functioned as a valued member and leader of the PWSC since that time. All members expressed their appreciation of her long and productive years of service on the committee.

List for Harold Brown, DPW, Meeting 6/23:

  • Yield to Stop: Have a courtesy copy for Brown before or at meeting.
  • Passing Zones on 117 and Mass Highway letter: Discuss next step.
  • New Yield street painting markings: Discuss and stress we feel that these should be installed at the four existing crosswalks on 117 as soon as possible.
  • Crosswalk Painting: In addition to Yield street markings, discuss frequency of crosswalk painting; current frequency seems inadequate for maintaining clear markings on streets.
  • Signage completion, Berlin x So. Bolton: Earlier requests of ours still incomplete include additional sign “Left turn must Yield,” and painting of dotted ‘fog’ line to indicate right of way.
  • Signage installation: Berlin x Frye: Earlier requests of ours still incomplete include installation of signage and line painting identical to that installed at Berlin x So. Bolton.
  • Brush Clearing: Discuss necessity of continuous monitoring of brush and cutting as needed on timely basis. Golden Run x Sugar just done (way overgrown) and sight lines good now.
  • STRAP Grant: Discuss status, how we can support.
  • Smith property, Drugge proposal: Discuss traffic concerns, how interacts with STRAP, possible action items. Also, Drugge recently seemed to refer to two traffic studies that spoke of installing a regular traffic light at Wattaquadoc x Main, done in 2002 and 2007. What are Harold’s thoughts?
List for Vincent Alfano, Chief of Police, meeting July 28:

  • Yield to Stop: Discuss any questions about final PWSC report on changing existing Yield signs to Stop signs.
  • “Temporary No Parking” Signs: Discuss status of temporary (paper) No Parking signs in various locations, especially Green Road. Should some/any of these areas be converted to permanent No Parking areas?
  • Increased Road Painting: Discuss how/if Police and PWSC can work to increase the very limited funds available to DPW for road painting.
  • Smith property and Drugge proposal: Discuss impact of proposal (insofar as what is known now) on traffic patterns, feasibility of making any changes. Include impact of changes with moving of Public Safety to new building, and increased Library traffic.
  • Current PWSC projects: Share some of our current on-going projects (Line of Sight By Law proposal, Master Intersection review).
Horse Crossing:  Kittler brought up a citizen inquiry regarding possible installation of cautionary signs (Horse Crossing or similar) on Century Mill Road near the stables. With increasing fostering of horses, there is an increased amount of horse traffic, including foals, crossing back and forth. Suggested that individuals involved in the project make a formal written request to PWSC, describing the problem and suggesting signage they would like to see installed.


ACTION ITEMS:

Hagopian will polish the Yield to Stop report and distribute.

Ciummo will forward discussion list to Brown for 6/23 meeting.

Ross will follow developments on the vacant Nourse Road property.
