Members present: Mary Ciummo, Rob Hagopian, Deborah Kellett, Tom Kittler, Peter Ross

Minutes from the April 14 meeting were approved and accepted.

OLD BUSINESS:
 
Yield to Stop: Most recent draft of Hagopian’s summary report on the Yield to Stop recommendations was discussed.

  • Errors: Two errors were corrected (both Farm @ Randall and Jordan @ Randall should remain as Yield, not changed to Stop as noted.
  • Format: General agreement that the over-all format as devised was excellent. Agreement was reached on dividing the final report into two sections. The first would contain any cover memo needed as well as a simple list of the intersections involved with the recommendation for change (if any) and a brief note of justifications of the recommendation. The detailed maps, photographs, accident data and any other items would be organized into an Appendix.
Meetings with Lowe, DPW, Police:

  • Lowe: Scheduled for May 26; Ross will make sure a copy of the current edition of the proposed Line of Sight Bylaw will have been distributed prior to that meeting.
  • Brown, DPW: Ciummo will arrange, target of 6/23/10.
  • Police: Ciummo will arrange, target of 7/28/10.
Position Open: Town Secretary has been notified that we will have an open position that needs posting.

Nourse Road Fence: Ross gave an update on the status of this property, which was foreclosed by Clinton Savings Bank. He spoke with the realtor handling the sale, and she (Eileen Griffin-Wright) agreed to work with PWSC toward seeing what could be done to remove the problematic fence. An offer has been made on the property, so any discussion will have to hold until the offer has been accepted or rejected by the owner.

STRAP Grant: Ciummo reported on discussion with DPW Director Brown regarding Town application for a STRAP grant to do needed work on Rte. 117. Article comes up for this May Annual Town Meeting. PWSC is in agreement with the current plan to seek funds for an engineering/redesign study for Rte. 117, and will provide support on the meeting floor if needed/appropriate.



NEW BUSINESS:

Yield road markings: Current MUTCD rules call for painted yield indicators on roadways other than the work “Yield.” A series of white triangles across the lane indicates the Yield line.

  • Recommendation to DPW: Hagopian will draft a memo to H. Brown of DPW, suggesting that these paint indicators be added to the 117 crosswalks when the crosswalks are next painted.
Irregular Intersection Proposal: Discussed the need for and agreed to undertaking a systematic review of all intersections in Town, similar to the recently completed Yield to Stop review. This will be a lengthy, ongoing project, but will provide a structured assessment/report tool for an activity that has been somewhat hit or miss in the past. Will begin by simply compiling a master list of all intersections (Hagopian will do this).  


 ACTION ITEMS:

Hagopian will revise the Yield to Stop report to reflect changes suggested.

Ciummo will schedule meetings with DPW and Police.

Ross will follow developments on the vacant Nourse Road property.

Hagopian will draft memo to DPW requesting new Yield paint markings.

Hagopian will begin compiling a master list of all Town intersections.

The meeting was adjourned at 8:30 p.m.
The next meeting is scheduled for 7:00 on Wednesday, May 12, 2010.
