Members present: Mary Ciummo (Chair), Rob Hagopian, Barbara Bing, Deborah Kellett, Peter Ross, Tom Kittler

The meeting was called to order by Mary at 7:05
Minutes from the November 11th meeting were accepted.

Old Business:  
  • Yield to Stop signs:  We viewed Rob’s photos of the intersections and came to consensus as follows:
a.  Jordan Rd. at Randall:  
  • There is a great need for brush cutting
  • The yield sign should remain.  No changes
  • Jordan at Berlin:
  • Trees on private land need to be pruned up to improve visibility.
  • STOP sign needed.
  • Repaving 117?
Mary spoke with DPW.  They are completing a pre-application form and responding to questions.  The Selectmen are not hopeful.

Fence Bylaw:  
We suspended our meeting so that we could all attend the Planning Board Meeting downstairs, where Peter was scheduled to discuss our plan to propose an article at Town Meeting that would create a fence bylaw.  

At 8:10 we briefly reconvened upstairs, so that we might further discuss plans for the fence bylaw and decide how to proceed.  We agreed that the meeting had gone well, with good questions raised by the Planning Board members.  We were pleased with their interest in this subject and with their input.
We determined that although there was a December 12th deadline for draft Town Meeting  articles to be submitted to the Town Secretary, we were not ready to submit the current draft until we had had further discussion at a later PWSC meeting.  Mary said she would contact Linda Day about putting in a simple place-holder on the warrant.  Once we have all agreed upon a draft, we will give it back to the Planning Board to circulate.  At our January meeting we will decide about scheduling a meeting with the Selectmen.  Eventually there will need to be a public hearing on the article, held jointly with the Planning Board.  There is a March deadline for Annual Town Meeting articles to be submitted.  While it may not be possible to meet all of these requirements before March, given the time it takes to get on agendas and to schedule hearings, we decided to forge ahead with the plan – to be as prepared as possible as soon as possible, in hopes that we will be ready in May.  If not, we will be prepared to jump in at any time after that when a special town meeting might be scheduled.




Action Items:
1.  Mary will contact Linda Day about a place-holder article.
2.  Mary will email everyone listing the roads to be examined for Yield/Stop before our next meeting:  Lively at South Bolton (both directions) and Meadow at Long Hill

The meeting was adjourned at 8:35 p.m.
The next meeting is scheduled for 7:00 on Wednesday, January 13, 2010.
