Members present: Barbara Bing, Mary Ciummo (Chair), Rob Hagopian, Deborah Kellett, Thomas Kittler, Peter Ross. Convened at 7:06 PM

Minutes from the September 23 meeting were approved and accepted.

OLD BUSINESS FOLLOW-UP:
 
Yield to Stop Signs: Further discussion of how to proceed with the Stop to Yield sign issue. Consensus reached on following plan:

  • Once list finalized, PWSC will co-sponsor with Police, presenting recommendations to BOS
  • Current ‘final’ list has 10 recommended changes, which should all be reviewed again for mitigating factors that might either change recommendation (leave as Yield), or be added to final recommendation for signage whether Stop or Yield (e.g. brush clearing, road painting)
  • Will work through list beginning with four intersections, Ballville @ Wilder, Danforth @ Hudson Road (Rt. 85), Farm @ Berlin, Frye @ Berlin.
Fence Bylaw Proposal:

  • Leslie (per report by Mary) has not yet been able to connect with Jennifer Burney to clarify current status of thinking by other Town boards and our role in this bylaw proposal.
  • Peter distributed a list (dated 8/11/09) of bylaw wordings culled from existing fence bylaws in surrounding towns.
  • Central points that emerged from general discussion were the following:
  • Safety should be the overriding concern, whether new building/planting proposal or existing situation.
  • Specific guidelines should be formulated to guide decision making on what constitutes a hazard, particularly in regard to existing fencing, plantings or other obstructions to sightlines.
No Parking Signs near 713 Main: Signs were in place almost immediately after our meeting with Don Lowe, so any further follow-up on this was deemed moot. We will monitor evolving situation about parking on Forbush Mill (near soccer field).

Irregular Signage at Triangle Intersections: Peter, Rob, and Mary will begin to gather pictorial records of situation at the following: Green Road and Quaker Lane.

Signage at Berlin x Frye: Barbara has not yet received any response to her inquiry to DPW about correcting signage at Berlin x Frye. She will inquire again.

Century Mill x So. Bolton: Information on previous PWSC recommendations had been supplied to DPW in response to their inquiry about a citizen inquiry they had received. Mary reported that there was no further follow up from DPW in response to that information and no further action was planned on our part. Rob reported no response yet from DPW to his inquiry (as a private citizen) regarding future plans and recent changes (tree cutting) made at this intersection.
NEW BUSINESS:

Signage Replacement proposal: Deferred to future meeting(s).

New construction developments: Deferred to future meeting(s).

ACTION ITEMS:

  • All Committee members will try to review Ballville @ Wilder, Danforth @ Hudson Road (Rt. 85), Farm @ Berlin, Frye @ Berlin and have recommendations for discussion by 10/28.
  • Leslie will continue to get Jennifer Burney’s input on status of proposed fence bylaw.
  • Peter, Rob and Mary will work on getting detailed information on problematic triangle intersections at Green and at Quaker Lane.
  • Barbara will follow up with DPW regarding signage at Berlin @ Frye.

The meeting was adjourned at 8:40 p.m.
The next meeting is scheduled for 7:00 on Wednesday, October 28, 2009.
