September 23, 2009


Members Present: Mary Ciummo (Chair), Leslie Breeze, Rob Hagopian, and Tom Kittler

The meeting convened at 7:12 in Bolton Town Hall

Minutes of 9/9/2009 were reviewed and accepted.

Follow-up:

  • Meeting with Town Administrator Lowe was reviewed and discussed. All agreed that we were pleased with his knowledge and familiarity with traffic, signage and roadway issues.
  • Stop to yield: Discussion deferred to a later meeting when more members could be present.
  • Fence Bylaw: Discussion deferred to a later meeting when more members could be present. There was some question of whether the issue had been “picked up” by the BOS.
  • Leslie Breeze will check with Jennifer regarding our current role in the process.
New Business:

  • New Citizen Concern: Century Mill x So. Bolton Road is focus of new citizen concern. The question was presented regarding one-way nature of the narrow entrance to Century Mill Road.
  • It was discussed that we had already made our recommendations for Stop Signage and that further action was being held up awaiting further Century Mill Development, which may eliminate the island issue, and that no further action would be taken. Mary will follow up with Harold Brown regarding future action to be taken.
  • Discussion ensued regarding the irregularity of the “triangle intersections” throughout town. Rob and Leslie will attempt to catalog those on Green Ed, Long Hill, Berlin and old Bay for future recommendations.
  • No Parking Signs, 713 Main St.: Issues discussed included BOS agreement to place two new signs at 713. Issues to consider are a) sign pollution; b) cost (i.e. if no money for our requests what is source of money for possibly less critical signage); c) possible communication issues (should/should not PWSC be involved in this sort of decision)
  • The impact of future “No parking” zones, like the Forbush Mill Athletic Field area was also discussed.
  • Mary will check w/Don Lowe regarding if this is a done deal, and verify that we will be included in future conversations.
  • Signage at Berlin/S Bolton/Fry was discussed for future review
  • Frequency and safety of crosswalk painting was discussed with all present in favor of more.
  • A Signage Replacement Project was proposed to create location specific funding for replacement of old or outdated signage. This will be further discussed at future meetings.
  • There were no future construction reports.
The Meeting was adjourned at 8:30
