Members present: Rob Hagopian, Barbara Bing, Leslie Breeze, Deborah Kellett, Peter Ross

The meeting was called to order by Deborah Kellett at 7:08
Minutes from the August 12th meeting were accepted.

New Business:  
Planning agenda for a meeting with Town Administrator, Don Lowe, scheduled for our next meeting on September 9.  Topics for discussion are as follows:

  • A bit of history:  how our group started (Barbara)
  • What we do – our interests:  roads, pathways, etc.
  • Accomplishments:
  • 4-way stops at Teele/Woobly/Long Hill
  • 3-way stops at Wattaquadock (near railroad crossing)
  • extension of the sidewalk on Main St., from Salt Box to elderly housing
  • building of sidewalk along Main at Pondside/Regency
  • improved lighting at the high school and throughout the town
  • replacing the school zone flashers
  • working with developers and planning board to get pathways in new developments
  • Fund being established for future pathways (money from developers in lieu of sidewalks)
  • Keeping on top of maintenance:  improved signage, fog lines, brush clearing, painting of crosswalks
  • The fact that we have no authority and no budget
  • Ask Don to keep us in the loop about the issues we are interested in (e.g. new developments)
  • Current and on-going issues:
  • Manor/Harvard/Main
  • Rt. 85/117 intersection
  • Green Rd./Main St. – high school area
  • Rt. 110/117 intersection
  • Changing yield to stop signs at various intersections
  • Passing zones on 117
  • Fence bylaw
  • We try to meet with the police and DPW twice a year; with BOS and Jennifer Burney, as needed; and hopefully with Don also.
  • How best can we work together to keep him informed of what we are interested in and working on?
  • Are there areas of interest to him?
  • How do these things work in other towns?
Old Business:  
  • Rob’s letter of inquiry to Mass Highway re no passing zones
  • OK as presented
  • He should send hard copy to the local district office (Worcester)
  • Barbara will email Rob the correct name and address for Tom Waruzila at the district office
  • Fence bylaws:
  • No new information from Rob on Belmont
  • Peter has collected info. from several towns that he will share with us after his return from England
  • We should schedule a discussion of fence bylaws for October 14
  • Barbara will check with Shelly re the status of school zone flashers installation
  • OK for us as individuals (not as PWSC representatives) to contact DPW at any time about missing signs or misplaced signs.
Review of 2008-2009 list of areas to address:
  • (1. Working with Jennifer Burney):  Most of this is on-going.  Creation of a pathways fund is being done; no longer interested in exploring angled parking.
  • (2. Library crosswalk)  We will work on putting in a crosswalk in front of the library when the new library opens.
  • (3.  Too-wide intersections)  on-going
  • (4.  Signs)  all on-going
  • (5.  Manor/Harvard/Main and Green/Main)  on-going interest in working on these problem intersections
Actions Items:
  • Rob will mail letter to Mass Highway district office
  • Barbara will send Rob correct contact information
  • Barbara will contact Shelly about flashers
  • Agenda for October 14th meeting will include discussion of fence bylaws
The meeting was adjourned at 8:22 p.m.
The next meeting is scheduled for 7:00 on Wednesday, September 9, 2009.
