Members present:  Leslie Breeze, Barbara Bing, Deborah Kellett, Peter Ross, Rob Hagopian, Cia Ochsenbein, Mary Ciummo.

Invited guest:  Tom Kittler.

The meeting was called to order at 7:00 p.m.  The minutes from the March 25, 2009 meeting were reviewed and approved.

The Committee welcomes Peter Ross as our new member.

The Committee first interviewed Tom Kittler for the Committee member position which will be vacant in June.

OLD BUSINESS:
  • Meeting date with DPW Director Harold Brown.  Rob has not yet contacted Harold for a meeting to discuss passing zones and related signage.  Rob will drop by the DPW office to set up a date.
  • Toll Bros. sidewalk thank you.  Cia has left a message with Sean Nichols of Toll Bros., has not heard back.
  • Warrant article update.  Barbara contacted Town Moderator Jim Anker to inform him that we will be available at town meeting to answer any questions from the floor.  She will contact Linda Day about the wording of the article and if it was recommended by the Advisory Committee.
  • Signage photos.  Reviewed photos that Peter took of yield signs at Old Road to Nine Acre Corner in Concord.  Discussed the idea of combining white “left turn must yield” sign with yellow cautionary sign at Berlin/S. Bolton and Berlin/Frye Roads.  Rob will check sign manual for verification and it was agreed that we discuss this with Harold Brown at our meeting with him.
  • Yield/stop signs review.  It was brought to the Committee’s attention that the stop sign at Autumn Lane is shown on “Traffic Rules and Orders.”  The following five signs from the old Police Recommendation List were reviewed:
  • Drumlin Hill Rd. at Warner.  A stop sign should be there.  Not a high priority because it is still a private road. Tabled for now.  
  • Farm Rd. at Berlin.  There is currently a yield sign there; Committee recommends changing to a stop.
  • Farm Rd. at S. Bolton.  Committee recommends leaving as a yield.  This is a wide-angle intersection which should be closed to a “T.”  Needs to be revisited.
  • Frye Rd. at Berlin.  There is currently a yield sign there; Committee recommends changing to a stop.  This is a high priority intersection; it should have the same signage as S. Bolton/Berlin Roads.
  • Green Rd. at Harvard.  Committee will discuss this intersection with Harold Brown at our meeting with him.  A short term solution is to add paint to show lanes; longer term solution is to narrow intersection to a “T.”
  • Trinity Church.  The plan filed with the town for a new septic agrees with the Registry of Deeds document that the lot line ends at the stone wall.
NEW BUSINESS:
  • Committee position recommendation.  We would prefer not to have two new members starting at the same time; therefore, Cia will stay on until June 10th.  At that time, we will recommend Tom Kittler for the position; but we will ask him to attend our meetings as an invited guest up until that time.  Barbara will contact Tom.
  • Future business.  The following two items were recommended:  
  • Fences close to the road.  The fence at Nourse Rd/117 impedes drivers’ site line.  What is the process for putting up a fence?  Peter will research this issue.
  • Signage along 117.  Review.
ACTION ITEMS:
  • Rob will set up a meeting date with Harold Brown.
  • Barbara will contact Linda Day about warrant article.
  • Cia will take signage photo of 117/Creamery Rd. intersection in Lancaster.
  • Barbara will contact Tom Kittler about attending our meetings.
  • Peter will research fence regulations.
The meeting was adjourned at 8:35 p.m.
The next meeting is scheduled for 7:00 p.m. on Wednesday, April 22, 2009.
