Police Station Study Committee Minutes July 13, 2006

Discussion:
Chief Alfano presented floor plan renderings based upon input of department members. These plans are modifications of the last committees scaled down drawings by Allen M. Lieb Archtects (2004,02), but still assuming the accepted 7,683 square foot footprint. The Chief believed that this square footage would serve the needs of the department well into the future, provided a basement level was incorporated into the current footprint. Inclusion of a basement would enable mechanical rooms and equipment, and Evidence and Records storage to be located in this area, and not utilize valuable space on the main floor. Inclusion of a basement level could also provide space for a Town Vault in a secure, 24 hour staffed facility. Chief Alfano explained that a Police Training Room on the main floor was critical, as it would allow the department to take advantage of the large number of free training courses available for department personnel by hosting outside training classes. The Chief stated he favored a primarily no frills open floor plan for the building, utilizing inexpensive modular low wall partitions that could easily be modified based upon department needs. The Chief also stressed the importance of the included cruiser sallyport in providing safe prisoner handling. He also asked that some form or covered parking for cruisers (carport) be explored to keep cruisers clear of snow in the winter.
From a financial standpoint, David Lindsay, who is also a member of the Town advisory Committee, suggested the Building Committee work with the new Capitol Planning Committee on long term/short term planning. This was well received by all. Jeff Buffom suggested a time line be set for a site evaluation with potential costs reviewed for test bores and perk testing. Ken Troup believed from his work with past projects that costing for this could range between 10-20k, and that this committee should work closely with the Advisory Committee on funding possibilities. Ken also suggested the committee contact Carol in Town Hall (Conservation Dept.) on any possible wetlands concerns.
The group decided to schedule the next meeting for Wednesday, August 2nd at the Police Station at 7.30pm, with Thursday, August 3rd as a backup date. Agenda for the next meeting would include What to do about the site, Time Line layout, and estimate of site prep costs. Meeting adjourned at 10.20pm.
