The Personnel Committee held a meeting at the Florence Sawyer School Cafeteria, 100 Mechanic Street with the Board of Selectmen, Advisory Committee and Town Administrator for a presentation by Sandy Stapczynski, HR consultant regarding the proposed salary survey/classification plan.

Sandy Stapczynski of Human Resources Services Inc. gave a presentation of the proposed salary survey/classification plan to the Personnel Committee, Board of Selectmen, Town Administrator, and the Advisory Committee.  The proposed plan was based on an analysis of comparable municipalities (Boxborough, Carlisle, Harvard, Hudson, Lancaster, Littleton, Southborough, and Stow).  The proposed salary schedule has eighteen grades which were changed from numbers to letters (i.e. Grade 1 was changed to Grade A, Grade 2 was changed to Grade B).  Some felt that the Grades should remain as numbers versus letters.  Bolton’s present salary schedule has fallen behind because the schedule has not been adjusted on a yearly basis by the cost of living adjustment (COLA).  Only those employees maxed on the salary schedule received a COLA.  Ms. Stapcyznski stated that during the review of the salary schedule three years ago it was not her recommendation to give a COLA to only those maxed.  The fact that the salary schedule is not adjusted on an annual basis causes us to fall behind of other municipalities and therefore requested that the salary schedule be adjusted every year.  To implement the proposed compensation and classification plan it would cost the town approximately $28,000.  The consensus was that everyone was favorable to the proposed compensation and classification plan.

It was noted that the job description of the Council on Aging Director does not appear to match the job of the Bolton Council on Aging Director.  The Personnel Committee agreed to review the job description of the COA position.  The Personnel Committee also agreed to look at the job description of the DPW Director.
