Personnel Minutes November 8, 2005

The Personnel Committee met at the Town Hall at 7:30 p.m.

Present for the meeting:  Sandy Stapczynski, Human Resources, Inc. and Jodi Ross, Town Administrator

Sandy Stapczynski of Human Resources Services, Inc. met with the Personnel Committee to discuss the preliminary salary schedule findings and recommendations.  

Sgt., Communications Supervisor, Custodian union positions were taken out.

Ms. Stapczynski stated that she consolidated some of the grades and the Grade numbering has been changed to Grade lettering (i.e. Grade A, B, C, D, E F, G  versus Grade, 1, 2, 3, 4, 5, 6, 7, 8, 9, 10).

Based on the market data she created a FY06 salary schedule and a proposed FY07 salary schedule.  

The Committee will take some time to review proposal of Ms. Stapczynski.

TOWN ADMINISTRATOR
Town Administrator Jodi Ross requested that the Personnel Committee review the following portions of the Personnel Committee bylaw:
Vacation – look at the bylaw for accrual, when eligible, and place on a fiscal year.
Personal days – look at other towns regarding number of personal days – 2 vs. 3.
Sick leave – look at offering some sort of buy back, incentive to those not using sick time.  
Longevity - should be looked at and would suggest being comparable to union contracts.

Lieutenant Benefits: Ms. Ross, Town Administrator reported that the Selectmen have discussed benefits with Lieutenant Nelson and would like the Personnel Committee’s support.  The benefits included:

1.      Uniform allowance of $850 per fiscal year - with requirement that
uniform be worn during active duty, other than when undercover work is done

2.      8% annual salary stipend be paid for bachelor's degree - beginning July
1, 2006

3.      4 weeks vacation annually

4.      $750 annual stipend for defibrillator

5.      Compensatory time may be earned on an hour for hour basis - taken as
time off, limit to be set in future - 2 weeks total
6.      5% stipend for "officer in charge" status during absence of a chief -
retroactive to 8/23/05.~ Stipend only for actually time worked, not during
training or vacation, etc.

Exit Interviews: Ms. Ross, Town Administrator informed the Personnel Committee that she has created for exit interviews.  She asked the Committee to review the form and let her know of any revisions they would like to recommend.  

Performance Evaluations:  The Personnel Committee originally wanted to review the performance evaluations before a department head met with the employee to discuss.  The Personnel Committee informed Ms. Ross that they do not have a problem with reviewing the evaluations after the department head has discussed with the employee.
