BOARD OF HEALTH MINUTES
Meeting Held at the Houghton Building on December 11, 2012 at 6:30 PM
Members Present: Christopher Slade, Chair, and Laura Andrews, Clerk
Not Present: Christopher Rogers, Member
Also Present: Bill Brookings, Health Agent, Nashoba Associated Boards of Health and
Michelle Carlisle, Health and Permitting Assistant
Call to order: 6:35pm
Minutes reviewed for 11/27/12:
- L. Andrews moved to approve the minutes of 11/27/12, C. Slade 2nd. All in favor 2/0.
Mail Reviewed:
Action/Discussion:
- Set meeting dates for January - June 2013. Board approved.
- 626 Main St. Salt Box proposed barber shop.
- B. Brookings contacted DEP at Chris Slade’s request.
- DEP stated that no additional occupancy should be allowed until the system is upgraded.
- The doggy daycare can function with a porta-potty if need be. The Barber shop could not.
- The proposal of the Board of Health is as follows: that no additional occupancy should take place until the system has been upgraded.
- 350 Berlin Rd., Crowley – well variance. Move to next agenda.
- Lot 4 Harvard Rd., Jackson – well variance. Move to next agenda.
- 125 Still River Rd – Solar Energy Facility – revised ANR and Site Plan
- Board reviewed.
- C. Slade stated there is no consequence to the Board at all.
- Board has no issues with the changes.
- M. Carlisle to let Planning know.
- Tobacco License for Firewater & Wine – Board signed.
- C. Slade moved to approve, L. Andrews 2nd. All in favor 2/0.
- EDS Training – None.
- 125 Harvard Rd. – abutter’s concerns of contamination due to the dumping that has occurred over the last 50 years.
- Board discussed the potential for contamination.
- B. Brookings performed a standard water quality test of the well water and also tested for VOCs. Results haven’t come back yet.
- C. Slade stated that if the test comes back with VOC’s, the Board will address it at that point. If it comes back negative, the Board will take no action.
- B. Brookings stated that the abutters should test their wells.
- M. Carlisle to let Planning know.
- B. Brookings asked the Board if he can issue a Beaver permit. Board stated yes.
- C. Slade stated that the assessments for NABH will not increase.
Building Permits Reviewed:
- 16 Twin Maple, Melanson – new house w/detached garage. B. Brookings signed 11/28/12.
Septic Permits Reviewed:
- 16 Twin Maple, Melanson – revised septic permit.
- Board reviewed the revised plan proposing a small bolder wall to keep breakout fill from the buffer zone. Board approved and signed permit.
- 32 Harvard Rd., Cote – redesigned upgrade permit. Move to next agenda.
- 84 Vaughn Hill Rd., Beaudoin – tank permit. Board signed permit.
- Lots 6,7&22 Oak Trail, Wealy Realty Trust – new permits. Board signed permit.
- Lots 24A, 25A&26A Old Stone Circle, Old Stone Estates – new shared septic. Board signed permit.
- Lot 51A Mill Pond Rd., and lots 52A&53A Cider Circle, Old Stone Estates – new shared septic. Board signed permit.
Inspections reviewed:
- 20 Rocky Dundee Rd., Barns – Title 5. Board approved.
L. Andrews moved to adjourn the Board of Health meeting at 7:11pm, C. Slade 2nd. All in favor 2/0.
