BOARD OF HEALTH MINUTES
Meeting Held at the Houghton Building on November 27, 2012 at 6:30 PM

Call to order:   6:36pm

Minutes reviewed for 11/13/12:
  • L. Andrews moved to approve the minutes of 11/13/12, C. Rogers 2nd. All in favor 3/0.
Mail Reviewed:

Action/Discussion:
  • Century Mill Estates Public Water Supply issues.
  • B. Brookings stated that there has been one clean water sample.
Building Permits Reviewed:
  • 84 Sampson Rd., Gaby – demo/rebuild single family home. B. Brookings signed 11/9/12.
  • 189 Bare Hill Rd., Courtney – Kitchen renovation. B. Brookings signed 11/16/12.
  • 155 Sugar Rd., Simmons – shed. B. Brookings signed 11/27/12.
  • 84 Vaughn Hill, Beaudoin – moving septic and adding an addition.
  • Duffy McNulty appeared before the Board on the applicant’s behalf.
  • Board reviewed and approved. B. Brookings signed 11/27/12.
Septic Permits Reviewed:
  • 533 Wattaquadock Hill Rd., Jeffrey – upgrade permit.
  • Asking for 20 feet off the street instead of 35 which is the current local regulation.
  • Doesn’t affect any abutters.
  • Board approved and signed septic permit.
  • M. Carlisle to send letter.
  • Lots 3&4 Harvard Rd., Jackson – new septic.
  • Board reviewed the plans. Variance free. Board approved.
  • Lot 3 proposes an infiltrator system. Board no longer requires a Title 5 after two or three years.
  • Lots 1&2 Harvard Rd., Cussen – new septic.
  • Board reviewed the plans. Variance free. Both Presby systems. Board approved.
  • 53 Farm Rd., Prinos – Distribution Box replacement. Board signed.
  • Lots 16A&17A Mill Pond Rd., Old Stone Estates – new shared septic. Board approved.
  • Lots 18A&19A Mill Pond Rd., Old Stone Estates – new shared septic. Board approved.
  • Lots 24A, 25A&26A Old Stone Circle, Old Stone Estates – new shared septic. Move to next agenda.
  • Lot 51A Mill Pond Rd., and lots 52A&53A Cider Circle, Old Stone Estates – new shared septic. Move to next agenda.
Inspections reviewed:
  • 53 Farm Rd., Prinos – Title 5.
  • Conditional pass, but Board approved because the distribution box will be replaced.
  • 655 Main St., Sexton – Title 5. Board approved.
7:00 – 7:15 p.m.        Tim Deschamps, Central Mass Mosquito Control Project:
  • Tim Deschamps, CMMCP appeared before the Board to review their program for mosquito control.
  • They now have a tire recycling program at no extra cost to member towns.
  • They do surveillance, mosquito trapping and testing.
  • This past season was the worst as far as they are aware.
  • L. Andrews asked if Tim had historical data that the number of infected mosquitoes is increasing each year. Tim stated he could put that information together.
  • Cost is approximately $41,000 and covers all services they provide.
  • The pesticides used cause minimal damage to the environment.
7:15 – 7:30 p.m.        Khaled Ibrahim – Barber Shop in the Salt Box:
  • Khaled Ibrahim and Kevin Santos appeared before the Board to discuss Khaled’s proposal to have a barber shop in the Salt Box in the same area where a hair salon used to be.
  • Khaled is asking to have one sink connected to the septic to be used if he was to use color and one sink will stay connected to the tight tank.
  • Khaled is also asking what would happen to his business if the property owner didn’t upgrade the system. Would he be told to leave.
  • Board explained that the system is currently failed. Therefore, if they were to allow Khaled’s business to go in, the septic system could seep to the surface and the Board would have to shut him down.
  • B. Brookings stated that there are three sinks in total, one in the bathroom and two sinks for business. One sink is currently tied to the septic and one sink to the tight tank.
  • Applicant has until December of 2014 to upgrade the system. If it isn’t upgraded by then, any occupants would have to vacate the property.
  • Khaled is asking what he would have to provide to the Board to be approved for his business. Question is can the currently failed system handle an additional 100-200 gallons per day.
  • Board would like to do some additional research before they make a decision.
  • Board will make a decision by their first meeting in January. Put on January agenda.
L. Andrews moved to adjourn the Board of Health meeting at 7:45pm, C. Rogers 2nd. All in favor 3/0.
