BOARD OF HEALTH MINUTES
Meeting Held at the Houghton Building on November 13, 2012 at 6:30 PM

Call to order:   6:33pm

Minutes reviewed for 10/23/12:
  • L. Andrews moved to approve the minutes of 10/23/12, C. Rogers 2nd. All in favor 3/0.
Mail Reviewed:

Action/Discussion:
  • 125 Harvard Rd., Jackson – application to Planning Board to create 3 backland lots and 1 ANR. Planning Board asking for comments.
  • Board approves as long as the plans meet all local and state regulations.
  • 32 Harvard Rd., Cote – demolition of existing house/building new house – use of existing water supply.
  • Martha Remingon appeared at the meeting on behalf of the Historical Commission.
  • B. Brookings stated that the applicant wants to try and use the existing shallow well, but B. Brookings doesn’t think it will be possible.
  • B. Brookings to inform the applicant that he will need to drill a new well.
  • Currently has a 4 bedroom approved septic system design.
  • 84 Sampson Rd., Gaby/Clark – demolition of existing house/building new house.
  • Board never received the sewer line sign-off when they tied the barn in. Still needs an installer’s as-built.
  • M. Carlisle to send letter.
  • Wattaquadock Hill Rd., - Conservation Trust land and walking trails.
  • C. Slade stated that he noticed that the Conservation Trust is advertising the walking trails on the property. It’s currently open and not posted as to the contamination on the property.
  • C. Slade will communicate with Bob Roemer of the Conservation Trust.
  • 132 Century Mill Rd., Gabrielle - water test required.
  • Septic was never signed-off because the water test was never done.
  • M. Carlisle to send letter.
Building Permits Reviewed:
  • 23 Deer Path, Weaver – inground pool. B. Brookings signed 10/26/12.
  • 607 Sugar Rd., Holmes – tent. B. Brookings signed 11/2/12.
  • Long Hill Rd., Hastings – barn. B. Brookings signed 11/5/12.
Septic Permits Reviewed:
  • 356 Main St., Slater – distribution Box and grease trap.
  • Board approved.
  • 58 East End Rd., Jones – Septic tank repair.
  • Board approved. Certificate of Compliance issued.
  • Buyer wants to tie in the detached barn and a bathroom to the septic. Engineered plan is not needed and Board approves.
  • Lots 16A & 17A Mill Pond Rd. shared system. Move to next agenda.
  • Lots 18A & 19A Mill Pond Rd., shared system. Move to next agenda.
Lot 1B Main St., Ware – permit extension.
  • Board approved under the Permit Extension Act.
Inspections reviewed:
  • 18 Weathers Ln., Carroll – Title 5. Board approved.
  • 58 East End Rd., Jones – Title 5.
  • Board approved because the septic tank was repaired.
  • 283 Ballville Rd., Swanton – Title 5. Board approved.
7:00 – 7:15 p.m.        Chris MacKenzie, Whitman & Bingham regarding Lot 7 Long Hill Road variance:
  • Chris MacKenzie, Whitman & Bingham, appeared on behalf of his client Scott Slater, to discuss the variances he needs from Regulation 4: Distances.
  • S. Slater wants to turn part of the barn into a caretaker’s dwelling with 3 bedroom system.
  • L. Andrews asked if it is a drilled well. It was confirmed that this well was issued for agricultural use only so it will have to be tested for it to be used as potable water.
  • Soil is less than 2 minutes per inch so they are asking for variances to distances in Regulation 4.
  • 145 ft. from well to primary area, 131 ft. from well to reserve area, 89 ft. from wetland to primary area, and 81 feet from wetland to reserve area. Everything is within Title 5 requirements.
  • L. Andrews moved to accept the variances as outlined in the letter presented, C. Rogers 2nd, all in favor 3/0.
  • M. Carlisle to send letter.
7:15 – 7:30 p.m.        279 Long Hill Rd., Frank Patterson – local upgrade variance to Title 5.
  • Frank Patterson of 279 Long Hill Road appeared at the meeting to see if the Board would hear his issue regarding his septic tank being 43 feet away from his well. Title 5 requires 50 feet.
  • L. Andrews asked if there would be a problem if the septic were to back up since the wellhead is not 18 inches above ground. There is crushed stone around the well with a swale so it’s not likely that it will go into the well. B. Brookings stated that something like that wouldn’t happen without the Board knowing about it.
  • It’s only 7 feet and the leaching field is more than 100 feet away.
  • No impact to abutters.
  • C. Slade moved to accept the local upgrade approval request for the offset reduction and signed the form 9B, L. Andrews 2nd, all in favor 3/0.
  • M. Carlisle to send letter.
C. Rogers moved to adjourn the Board of Health meeting at 7:22pm, L. Andrews 2nd. All in favor 3/0.
