BOARD OF HEALTH MINUTES
Meeting Held at the Houghton Building on September 25, 2012 at 6:30 PM

Call to order:   6:30pm

Minutes reviewed for 9/11/12:
  • C. Rogers moved to approve the minutes of 9/11/12, C. Slade 2nd. All in favor 2/0.
Mail Reviewed:

Action/Discussion:
  • Mark Rhodes, Rhodes Construction appeared before the Board to discuss septic permits and building permits. Board discussed and information is below.
  • Beaver permit extension. B. Brookings explained to the Board why the extension was needed.
  • L. Andrews asked what happened the first time. B. Brookings stated that unfortunately there are no guarantees when trying to control wildlife.
  • Discuss the possibility of the Board sponsoring an Article for the May Town Meeting for the Central Mass Mosquito Control Project.
  • Board discussed the issue of EEE and WNV and would like to sponsor an article for Town Meeting.
  • M. Carlisle to contact Tim Deschamps, Central Mass Mosquito Control Project, and ask him to come in and update the Board.
  • 626 Main Street, the Salt Box, request to operate a 30 seat food service area for breakfast and lunch.
  • Board discussed the failed system and the Enforceable Agreement.
  • B. Brookings stated they have no grease trap and a non-compliant Public Water Supply.
  • Board stated that the system needs to be upgraded before they would sign-off on this project.
  • Complaint received regarding condition of portable toilets at The Winery.
  • Board asked B. Brookings to contact the property owner and let them know.
  • Barriers have arrived from Region 2. Being stored at Town Hall.
  • DPH “Show Me” book – communication tool for emergency shelters.
  • M. Carlisle to store it with other emergency items.
  • B. Brookings stated that the Trustees at The Regency at Bolton asked how they should clear the area over the leaching field.
  • Board stated to use a brush hog.
  • M. Carlisle to email the Trustees.
  • B. Brookings stated that there appears to be some activity at 326 Still River Rd. The property is being cleaned up.
Building Permits Reviewed:
  • 22 Autumn Lane, lot 8, Eriksen – New single family home. B. Brookings signed 9/7/12.
  • 296 Long Hill Rd., Coviello – shed. B. Brookings signed 9/7/12.
  • 53 Bolton Woods Way, Bernabe – deck. B. Brookings signed 9/14/12.
  • 29 Old Sugar Rd., Tuck – addition to kitchen. B. Brookings signed 9/14/12.
  • M. Carlisle to send letter to homeowner for a sewer line check by homeowner, raise the wellhead and to suggest a water quality test.
  • 57B Cider Circle, Rhodes Construction – new single family home. Board approved and B. Brookings signed 9/25/12.
  • 62B Mill Pond Rd., Rhodes Construction – new single family home. Board approved and B. Brookings signed 9/25/12.
  • 61A Mill Pond Rd., Old Stone Estates – new single family home. Board approved and B. Brookings signed 9/25/12.
  • Lot 49A, Mill Pond Rd., Old Stone Estates – new single family home. Board approved and B. Brookings signed 9/25/12.
Septic Permits Reviewed:
  • Lot 1A Spectacle Hill Rd., Elworthy – new septic.
  • Board reviewed the new plan. Variance free. Board approved.
  • Lots 57B Cider Circle and 62B Mill Pond Road, Rhodes Construction – new septic.
  • Board approved both single system designs.
  • Lot 61A Mill Pond Rd., Old Stone Estates – new septic.
  • Board approved a single system design.
  • Lot 2C Bare Hill Rd., Dixon – extension permit.
  • Requesting an extension through the Permit Extension Act. Must have COC by 10/23/2014.
  • M. Carlisle to send letter.
  • 41Frye Rd., Sartori – Distribution box permit.
  • Board approved.
  • Lot 3 Harvard Rd., Melanson – revised plan and transfer permit.
  • Board reviewed the revised plan. Board approved but the plan will be revised again before B. Brookings will release the permit to address the change in location of the reserve area.
Inspections reviewed:
  • 579 Main Street, Grenier – updated Title 5.
  • Board approved.
  • 41Frye Rd., Sartori – Title 5.
  • Board approved based on Distribution box permit.
  • 401 Main St., Skinner – Title 5.
  • Unoccupied for 4 months. Very old system.
  • Requires re-inspection after 6 months of occupancy.
  • M. Carlisle to send letter.
  • 110 Wattaquadock Hill Rd., D’Orlando – Title 5.
  • Board approved.
  • 223 Green Rd., Meheran – Title 5.
  • Board approved.
L. Andrews moved to adjourn the Board of Health meeting at 7:30pm, C. Rogers 2nd. All in favor 3/0.
