BOARD OF HEALTH MINUTES
Meeting Held at the Houghton Building on June 12, 2012 at 6:30 PM

Minutes reviewed for 4/24/12 and 5/22/12:
  • L. Andrews moved to approve the minutes of 4/24/12, C. Slade 2nd. All in favor 2/0.
  • C. Rogers moved to approve the minutes of 5/22/12, C. Slade 2nd. All in favor 2/0.

Action/Discussion:
  • Vote in a new Chair.
  • C. Rogers moved to vote C. Slade in as Chair, L. Andrews 2nd. All in favor 3/0.
  • Set meetings for July through December 2012.
  • C. Slade moved to post meetings for every 2nd and 4th Tuesday of the month for July 2012 through December 2012, C. Rogers 2nd. All in favor 3/0.
  • M. Carlisle to post.
  • 580 Main St., Condyne, water meter readings required as they fill space.
  • Not meeting the state requirements for a monthly meter reading.
  • M. Carlisle to send letter.
  • 37-41 Main Street – Public Water Supply and Sewage Treatment Plant.
  • Board sent a letter to inform the potential buyers that there is a Public Water Supply on site and a Sewage Treatment Plant that are under the jurisdiction of the Dept. of Environmental Protection.
  • Tom Denney Nature Camp – annual request for a variance from the porta-potty regulations.
  • L. Andrews motioned to accept the annual request for a variance to have three porta-potties instead of four, C. Rogers 2nd. All in favor 3/0.
  • M. Carlisle to send letter.
  • Dumping complaint on Hudson Road.
  • B. Brookings stated that it is now cleaned up.
  • Solid waste dumping complaint on Sawyer Road.
  • C. Rogers did a site visit and did find some waste on the property and a bulldozer.
  • B. Brookings stated that it is his opinion that the bulldozer is there to block access.
  • B. Brookings requested that the property owner clean up the waste.
  • Lot 21A Mill Pond Road, CME – irrigation well.
  • Board approved but C. Rogers stated that he’s concerned that there could end up being many of them and it could affect the Public Water Supply.
  • Board will monitor how many are requested.
  • Board made it very clear that this is not for potable water.
  • Clarification of number of percolation tests for new construction.
  • Two perc tests per area.
  • Camp Resolute discussion.
  • Camp had a group for an overnight. Several kids got sick. Several were sent to the hospital via ambulance. State was brought in.
  • 83 Fox Run Road, Pazano - well variance request.
  • Mr. Pazano is requesting a variance from Regulation 4.1 to have his well less than 20 feet away from the foundation of his detached garage.
  • L. Andrews moved to approve the variance to allow less 20 feet from the foundation, C. Rogers 2nd. All in favor 3/0.
  • M. Carlisle to send letter.
  • 233 Wattaquadock Hill Rd., Cerny – water quality test.
  • Board is requiring a retest from an approved lab and with the proper components tested.
  • M. Carlisle to send letter.
  • B. Brookings stated that Integrated Wildlife Control is requesting an extension to the 10 day Beaver Permit at 41 Main Street. The 10 days are up so B. Brookings will have them apply for a new permit. Board approved.
  • B. Brookings was on site at Century Mill Estates and Larry Ducharme asked if it would be possible to temporarily tie an irrigation well into a house to use as potable water until the Public Water Supply is approved.
  • Board unanimously stated absolutely not.
Building Permits Reviewed:
  • 10 Wilder Rd., Bickford – 8 foot privacy fence. Bill signed 5/25/12.
  • 81 Oak Trail, Catalano – new single family dwelling. Bill signed 5/25/12.
  • 54 Corn Rd., Gandek – tent. Bill signed 5/31/12.
  • 580 Main St., Condyne – renovate office space. Bill signed 5/31/12.
  • 158 Kettle Hole Rd., Hershberger – deck. Bill signed 6/5/12.
  • 49 Powder Mill Rd., Ek – deck. Bill signed 6/5/12.
  • Bldg. 2, units 32 & 34 Sunset Ridge Ln., Heritage Properties – new condo. Bill signed 5/29/12.
  • 170 W. Berlin Road, Leverne – new single family home. Bill signed tonight 6/12/12.
Septic Permits Reviewed:
  • 8 Meadow Rd., O’Connor – septic upgrade.
  • Sewer line link is slightly over 100 feet. Board said a deed restriction is not required.
  • Board approved.
  • 557 Wattaquadock Hill Rd., Markonidis – septic upgrade.
  • Requesting a variance for a 10 foot offset to property line and a variance for less than 150 feet from neighboring wells and a variance for less than 30 feet to abutting septic.
  • Board is requiring that the property owner send letters to the abutters and have both abutters acknowledge and accept the variance requests. Otherwise, property owner will have to have a variance hearing.

Inspections reviewed:
  • 61 Teele Rd., Noon – Title 5, letter not required.
  • Sunset Ridge, Bldg. 6, Heritage Properties – Title 5.
  • Received requested Presby and I/A forms. Board approved.
  • 53 Fox Run Rd., Phillips – Title 5. Board approved.
  • 383 S. Bolton Rd., Jaworowicz – Title 5. Board approved.
7:00 – 7:15 p.m.        Frank Patterson, 279 Long Hill Rd. – well variance discussion.  
  • Frank Patterson appeared before the Board with the information the Board requested at their last meeting with him on 5/22/12.
  • Board reviewed the new information.
  • Wellhead will be covered and vented through the electrical line. Double wrapping the sewer line.
  • L. Andrews moved to approve the variance to Regulation 4.1 to allow the well to stay within 50’ of the sewer line and the variance to Regulation 4.2 to allow the wellhead to be at ground level, C. Rogers 2nd. All in favor 3/0.
  • M. Carlisle to send letter.
C. Rogers moved to adjourn the Board of Health meeting at 7:50pm, L. Andrews 2nd. All in favor 3/0.
