BOARD OF HEALTH MINUTES
Meeting Held at the Houghton Building on May 22, 2012 at 6:30 PM

Call to order:   6:31pm

Minutes reviewed for 5/11/12:
  • C. Rogers moved to approve the minutes of 5/11/12, C. Slade 2nd. All in favor 2/0.
  • Move 4/24/12 minutes to the next agenda. L. Andrews not present to approve.
Mail Reviewed:

Action/Discussion:
  • Garbage License. Board signed.
  • Lot release for W. Berlin Rd. common Driveway.
  • Board has no health related concerns or issues.
  • Division of Conservation and Recreation Beaver Permit.
  • B. Brookings did a site visit on Friday, May 18, 2012. An emergency permit was issued.
  • 167 Annie Moore Rd., Alexander - no certificate of compliance.
  • Missing the installer’s as-built. Has a temporary occupancy.
  • M. Carlisle to send a letter.
  • B. Brookings stated that he received a call from a potential buyer at Century Mill Estates. The buyer was asking if he could have an irrigation well on his own lot. Board doesn’t see an issue with it but it would have to be a permitted well just like any other.
Building Permits Reviewed:
  • 302 Harvard Rd., Venincasa – recorded copy of 4 bedroom deed restriction received. Bill signed application for finished basement and attic on 5/18/12.
  • 749 Main St., Myerson – finish a room at back of house. Bill signed 5/15/12.
  • 10 Harris Farm Rd., Regonini – tent. Bill signed 5/15/12.
  • 626 Main St., Newsham – covered area. Bill signed 5/15/12.
Septic Permits Reviewed:
  • Lot 55A Cider Circle, Old Stone Estates – new septic permit.
  • Part of a shared system. Currently submitting it as a single lot, 4 bedroom house. Once the shared system and the Nitrogen Aggregate Loading Plan are approved, it will be a 5 bedroom.
  • Board signed but is requiring a 4 bedroom deed restriction prior to occupancy.
  • Apple Valley Homes, Lot 3 W. Berlin Rd. – new septic permit.
  • Septic approved for a Cultec Bed.
  • Title 5 Inspection required 2 years after occupancy.
  • M.  Carlisle to send letter.
  • Sunset Ridge Lane, Bldg. 14, Heritage Properties – sewer line permit.
  • Board approved.
Inspections reviewed:
  • 46 Frye Rd., Aubuchon – Title 5, received missing information regarding garbage grinder.
  • Board accepted Title 5.
  • 61 Teele Rd., Noon - Title 5.
  • Need to submit the DEP I/A form. M. Carlisle to send letter.
  • 151 Green Rd., Wesolowski - Title 5. Board approved.
7:00 – 7:15 p.m.        Frank Patterson, 279 Long Hill Rd. – well variance discussion.  
  • Frank Patterson came before the Board and reviewed his plans for a well. Mr. Patterson is asking if the Board will require a variance.
  • This well was drilled prior to Mr. Patterson purchasing the property. He thought the well might be abandoned, but it wasn’t. Mr. Patterson tested the well and the water is fine. Mr. Patterson kept the existing house.
  • Mr. Patterson is requesting that the wellhead be brought closer to the ground so that he can put in a flagstone patio. The regulations require the wellhead to be 18” above ground level.
  • Well is approximately 10+ feet from the sewer line where it accesses the house. Title 5 calls for 10 feet. Well is 65 feet deep.
  • Mr. Patterson stated that Culley will sleeve the well line.
  • C. Slade stated he should sleeve the sewer line.
  • Mr. Patterson asked how many feet should be sleeved. C. Slade and B. Brookings stated at least 10 feet from either side of the well, would prefer it be longer.
  • As to the use of the existing well, Board agreed as long as the sewer line is sleeved 40 feet out from the foundation.
  • As to having the wellhead at ground level, the Board has serious concerns with the well getting contaminated.
  • The Board made many suggestions as to what Mr. Patterson could do so that the wellhead can be below grade.
  • Mr. Patterson will discuss the Board’s suggestions with Bob Culley and Mike Sullivan and come back to the Board on June 12th.
  • B. Brookings informed Mr. Patterson that he needs to submit a formal variance request in writing.
C. Rogers moved to adjourn the Board of Health meeting at 7:42pm, C. Slade 2nd. All in favor 2/0.
