BOARD OF HEALTH MINUTES

Meeting held at Town Hall on March 9, 2010 6:30 pm
Present:  Chris Slade, Chris Rogers, Bill Brookings, Lisa O’Leary

51 NOURSE RD. VARIANCE HEARING
Present:  Greg Roy
Greg gave the Board copies of the certified receipts, return receipts, abutters notice and a copy of the newspaper ad.  Greg Roy explained that they are asking for the variance for out of season testing due to the subdivision of the land but they must prove a reserve at 51 Nourse Rd.  Greg Roy said that the mottling is 28 inches which is pretty high.   Chris Rogers asked if there would be a problem with the easement on the property.  Greg Roy said that you can modify the grades on the easement they are more concerned with permanent structures.

Regulation 3:Groundwater
Required – At least one deep observation hole in each proposed leaching area shall be provided during the period when the groundwater is determine to be at its maximum elevation.

Requested – Relief is requested to waive this requirement because the leaching area in question is a reserve area which is not being built upon.  The reserve area has been designed to prove the existing facility complies with Title V and Bolton Regulations, because of the proposed property line modifications.  The required deep holes and percolation testing has been performed.  In season groundwater testing results will not effect the ability to site the reserve system on the property.

Chris Rogers made a motion to approve the variance, Christopher Slade seconded, all in favor (Chris Rogers Aye, Chris Slade Aye)

211 WEST BERLIN RD.
Eric Shartner was present.  Eric Shartner said that there are no plans of putting in a bathroom at this point, he is just roughing it now.  Chris Rogers explained the rough work requires inspections and the rough in was not on the original permit application.  Eric also mentioned that the heat was just for the breezeway but he found the radiant heat he installed would not be enough so he was installing a heater.  Eric said that the plumber left a 4 inch line with a stub out to a tank.  The Board explained that Eric needs to work this out with the Building Inspector.  The Board reviewed the floor plan and agreed that home had a total of 7 rooms (including the room over garage) with a 3 bedroom system.

HOUGHTON FARMS
The Board wants to review the shared system plan when the full Board is present after Bill Brookings does his review.

MONITORING WELLS BUDGET
The Board reviewed the estimate from Northeast Geoscience and approved the total of $7,440.00.  The Board wants to send a memo to the Advisory Committee with the final budget amount of $7,440.00

440 HARVARD RD.
Bill Brookings explained that there is a proposal to downsize and redesign the proposed system for new construction at 440 Harvard Rd.  They are building 6 room 2 bedroom home and are want to redesign the 5 bedroom system to a 3 or 4 bedroom presby system.  Bill explained that the conventional system would be much bigger and require a lot more fill.  The Board agreed that since the original plan proved a conventional system with reserve, the Board accepts the use of the presby system without further soil testing.

55 Quaker Lane
Bill Brookings explained that David Sadowski, on behalf of Tobe Barksdale is proposing an addition at 55 Quaker Lane.  The current floor plan is 5 rooms on the 1st with a total of 6 rooms 3 bedrooms they are proposing 6 rooms on the first floor and one in the basement for a total of 7 rooms, 3 bedrooms.  The Board determined that the room count is fine.  The question is the offset to tank.  The issue is that when the system was approved the as built showed the tank 25ft from a future addition, however the system was installed only 21 ft. away.  There is a 6 to 7 ft elevation different from the foundation to the tank.  The Board agreed that the Reg. 5 not necessary because the basement floor elevation is greater than 6 ft above the elevation of the septic tank therefore, it is treated as a slab.
