BOARD OF HEALTH MINUTES

Meeting held at Town Hall on January 12, 2010 6:30 pm
Present: Chris Rogers, Laura Andrews, Christopher Slade, Bill Brookings, Lisa O’Leary

162 NOURSE RD – BUILDING PERMIT FOR RENOVATION
Dave Cheverette was present.  Dave explained that the house is currently 1066 sq ft.  The new owners want add a bedroom and bathroom in the attic and put an addition where the 3 season porch exists.  The current septic permit is designed for 2 or 3 bedrooms.  Bill Brookings verified that the latest Title 5 inspection report dated 5/1/08 states that there is a 20 x 40 bed  with a 10 minute rate,  Bill explained that this is good for 4 bedrooms.  Chris Rogers and Laura Andrews cautioned Dave about the sewer line when constructing the addition.  The Board agreed that there is a total room count of 7 rooms   Dave Cheverette will get a copy of the Conservation plan for the Board.  Bill Brookings signed two building applications one for the second floor and the rest of the first floor and one for the addition and mudroom.

188 STILL RIVER RD. - GEO THERMAL WELL APPLICATION
Gary Pryor & Richard Starodj were present.
Gary explained the system to the Board.  He said this is a Earthlink DX system that uses a 407c refrigerant with no flourocarbons if anything leaked it would vaporize.  Chris Rogers asked what happens when it gets really cold.  Gary Pryor said that the system keeps the home at an even Temp between 5 deg. & 95 deg.  Gary also said there is an oil fired boiler as a backup.  Christopher Slade asked how much electric does the system use.  Gary explained that his electric bill increased about 43 dollars per month when he had his system installed.  Laura Andrews asked how it heats, Gary replied it heats by forced hot air ducts.  Richard said you can check it out on the website at www.welserver.com go to locations and look for wells 0201, 237 or 235.

Chris Rogers pointed out that their system uses refrigerant running through the system instead of water.  Rick Starodj said that the closed loop for residential is the best because there is no contamination.

Bill Brookings explained that there is a 50 ft. offset to private well water supply and it looks like there is only 40 ft and less that 50 ft. to the wetlands.  The Board approved the application for the well provided that there is a revised plan submitted showing a 50 ft offset to private well and recommended that they contact the Conservation Commission regarding the offset to the wetlands.

ADVISORY – FY 2011 BOARD OF HEALTH BUDGET
Chris Rogers will attend the Advisory meeting to review the 2011 Board of Health budget.

SEPTIC PERMITS:
Lot 1 Sugar Rd. Groustein permit extension - letter requesting 4th year.  The Board reviewed and approved the permit extension request.

BUILDING PERMITS:
88 Sugar Rd. – enlarge playroom in basement and add a ½ bath.  The Board agreed that there is a total of 9 rooms with a 4 bedroom septic.  Bill Brookings explained that there is a 1500 gal tank which is adequate with a non grinder pump.  Bill Brookings signed the permit.

INSPECTION REPORTS:
114 Fox Run Rd. – resend letter board already reviewed

453 HARVARD RD.
Title V report response – condition of permit to have removal of garbage grinder

PHER II GRANT
The Board review bills submitted by Nashoba Associated Boards of Health.  The Board authorized payment of the bills using the PHER grant money.

EMERGENCY PREPAREDNESS COALITION AGREEMENT FOR SATELLITE PHONE
The Board reviewed and approved the agreement for the satellite phone.  The agreement was signed by Chairman of the Board of Health Chris Rogers.

BOARD OF HEALTH ANNUAL REPORT
Mr. Slade will work on a rough draft for the Board to review.

BOLTON ORCHARDS & COUNTRY CUPBOARD WATER METER READINGS
It was noted that the water meter readings seemed to be off.  Bill Brookings will resolve this.

42 MANOR RD.
The Board noted an outstanding water test and installer’s as-built plan, the Board wants a reminder letter sent.
