BOARD OF HEALTH MINUTES

Meeting held on February 23, 2010 at 6:30 pm
Present: Laura Andrews, Chris Rogers, Christopher Slade, Bill Brookings, Lisa O’Leary

SMITH PROPERTY 715-717 MAIN & 719-723 MAIN
Present: Doug Rowe
Mr. Rowe explained that the potential buyers have agreed to take over all the environmental and everything.  The current owners do not have permission to disclose the buyers and expects that they will be very active in the next 90 days to get this closed.  Mr. Rowe said that he is still asking for extension on the agreement.  Chris Rogers explained that the Board could not give an extension and hoped that with the current status of the property it would not be necessary.  Mr. Rowe said they will keep the Board informed and he hopes that May 14th will resolve the issue.

After a brief discussion of the situation, a motion was made by Christopher Slade seconded by Andrews to begin condemnation proceedings at the meeting on May 25, 2010 if a closing has not happened. The Board voted all in favor (Rogers Aye, Andrews Aye, Slade Aye).

GROUNDWATER SEASON
Chris Rogers made a motion to move that groundwater season be set as March 15, 2010 – April 15, 2010 all in favor (Rogers Aye, Andrews Aye, Slade Aye)

MHOA Seminar
The Board reviewed the MHOA pamphlet for the training class.  Bill said that he already attended the training and found it to be very informative.

SUNSET RIDGE SIGNOFF
Bill Brookings explained to the Board that he has received the as built plans and has signed the Certificate of Occupancy for Sunset Ridge.

SUGAR RD. 40B – SWEENEY
Bill Brookings updated the Board on the status of the 40B project on Sugar Rd.  Bill said they have a discharge permit but no water supply approval yet.  Bill explained to the Board that they are currently trying to get an extension on their 40B permit.

CENTURY MILL ESTATES NITROGEN AGGREGATE LOADING REVISED PLAN
The Board reviewed a revised plan dated February 2, 2010.  The Board approved the new plan and wants to send a letter of approval that references the revised plan dated Feb. 2, 2010.

LOT 3 HARVARD RD. – FORM 11 SUITABILITY FOR ON-SITE SEWAGE DISPOSAL
The Board reviewed the Soil Evaluation form, Bill said he is waiting for upgrade plans and 2 new lot plans.

BOLTON MANOR COMPLAINT
Chris Rogers got a complaint from a son of a resident about a male resident that is having cleanliness issues.  Allegedly the resident has had feces dropped through the halls and also in the washing machines.  Bill Brookings said that the Town Nurse from Nashoba Nursing is involved and Montachusett Health Care has also been asked to help this resident keep himself and his unit clean.  The Board said that they support the efforts of the Town Nurse and they feel that at this point the situation is being handled.

FOOD AT SCHOOL
The Board supports the effort of the local group advocating to improve the cafeteria food, reducing waste and introducing local foods across the Nashoba Regional School District.  The Board wants the group to keep the Board and Bridgette Braley at NABH informed of what they are doing.

LANDFILL SAMPLING BUDGET PROPOSAL
The Board reviewed the proposal sent by Joel Frisch and requires Joel to specifically identify the wells being tested and the costs for testing each well.

EMERGENCY SUPPLIES FOR EMERGENCY DISPENSING SITE
Lisa notified the Board that the Emergency Supplies have been moved to the EDS Site, Nashoba Regional High School.  The supplies are located in a locked store room called the “bomb shelter” that is located across from room 113 in the lower level of the school.  The question for the Board is where should the key be so it is accessible in the event of an emergency?
The Board wants to have one in the Dispatch at the PD and one in an emergency kit at the school

Force Main Operation and Maintenance
The Board reviewed the Operation and Maintenance Manual for Low Pressure Collection System & Pump Stations For Public Safety Building & Houghton Building

211 West Berlin Rd
It was brought to the attention of the Board that a plumbing permit for fixtures and a gas permit for a heater were pulled for 211 West Berlin Rd.  The Board recently signed a building permit for an attached 2 car garage with storage above.  The Board agreed that a letter be sent requiring a room count and sketch of how the water will tie in.

BUILDING PERMITS APPROVED:
71 Old Bay Rd. – Chris Rogers recused himself from this discussion.  Clyde Wheeler was present to discuss a proposed addition to Paul Ayres home at 71 Old Bay Rd. for Clyde and his wife.  Clyde explained that the existing home is 7 rooms with 3 bedrooms the proposed addition will give a total of 9 rooms when they are done.  Existing system is a 4 bedroom system.  The offset from the 4 ft. frost wall to the reserve area is 15 ft.  Based on the information presented the building permit will be approved and the Board gives Lisa O’Leary authorization to sign the building permit application on their behalf.
189 Forbush Mill Rd. – finish basement 5 rooms on the first floor and one room in basement total of 6 rooms, with a 3 bedroom septic, plumbing was gravity.  The Board signed the building permit.
29 Wattaquadock Hill Rd. – alterations removed kitchen wall, install beam, alter garage mudroom entry, install new doors.  Chris Rogers reviewed and approved the permit on 2/22/10.
