BOARD OF HEALTH MINUTES

Meeting held at Town Hall on July 14, 2009 6:30 pm
Members present: Christopher Slade, Laura Andrews, Bill Brookings, Lisa O’Leary

TOWN NURSE
Tamara Bedard the town nurse was present to discuss the flu clinics and the location of the flu clinics.  Tamara introduced herself to the new Board members and gave a brief overview of what she does.  She explained that she conducts well adult and flu clinics for all residents that meet the Massachusetts Department of Public Health guidelines.  She also does well adult checks.  She does informational talks, health fairs and community outreach.  She is separate from the school nurses but she does collaborate with them.  Tamara is accessible from Monday through Friday.  She also does blood pressure screening in Town.  
Laura Andrews said that she thought that the Town Nurse was strictly for the elderly.  Tamara said that the majority of what she does involves seniors however the Town Nurse is a resource for all residents.

Tamara spoke about flu clinics, she said that flu clinics are open to all residents in town and she holds a clinic specifically for seniors.  The Council On Aging said that the residents feel that it is a security issue having all residents from Town come to the senior housing location for a Flu clinic, so Tamara would like input about another location.  The clinics are scheduled around the delivery of the vaccine which comes from the State usually October into December.  

The Board agreed that they should negotiate the location with the senior center.  The Board suggests that we meet with the Public Safety Building committee to ensure that the facility can be used.  The Board will also plan to meet with Council On Aging and the Town Administrator.

ALTOSID/MOSQUITOES
The  Department of Public Works ordered the altosid but the invoice will be paid out of the FY09 Board of Health Budget.  The Board of Health a hearing is not necessary because this treatment is done every year to help control the population of mosquitoes.

BOARD OF HEALTH MEETING DATES
The Board discussed future meeting dates, meetings will be scheduled for the following dates: August 11, September 8 & 22, October 13 & 27, November 10 & 24, December 8 & 22.

4 SAWYER RD.
Bill Brookings explained that Kaleen & Bridget from Nashoba Associated Boards of Health went out on a housing complaint.  Bill explained that there are tenants occupying an apartment located at the property.  The Board agreed that the Building Inspector should be asked to verify that the apartment is conforming and meets the requirements of  the town’s Bylaws.

433 SOUTH BOLTON RD.
Bill Brookings explained that a Certificate Of Compliance & water tests are required for a repair that was put in two years ago.  physical barrier between the well.  The bank will not record the deed restriction.  The Board reviewed a letter from the prospective buyers attorney stating that they will record the deed restriction at closing.  The Board agreed that the buyer’s attorney must record the deed restriction at closing and Board recommends water tests.

LOT 18 123 WILDER RD.
Bill Brookings explained that the homeowner called for an as built septic plan but the permit never signed off because we never received a water completion report.  The engineer certificate did not include grading information.  Bill Brookings did a grading inspection and is happy with it.  The Board agreed that if Bill feels it is ok then the Board is OK.  The Board requested that Lisa follow up with a deed notice.

21 LEDGEWOOD RD.
After talking with the pump manufacturer, Bill Brookings determined that the pump specs that were submitted by Michael Fox (Kendall Homes) were for a pump that is not designed to be an ejector pump.  The Board wants to send a letter asking that the pump information be verified and if the pump as stated has been installed it must be removed.  The Board agrees that no future signoffs will be done until this has been resolved.

13 LIBERTY CIRCLE – TITLE 5 FROM MARCH 27.2008
It was brought to the attention of the Board of Health that the Title 5 report dated March 27, 2009 reports that system was installed in 4/7/76 but page 6 states the age of the components to be approx. 2000.  The Board requested that a letter be sent to the Title 5 inspector to clarify this discrepancy.

66 NASHAWAY RD.
Erik Nyland was present.  He has an offer on the home and has some questions about water quality.  He asked if there was ever any problem with Devens and the water quality in Bolton.  Bill explained that only thing he could remember that the Board was aware of was a snow plow collided with a home heating oil truck and there was a surface spill, the Board sent out letters recommending that residents test their wells even though this was just a surface spill.  Bill Brookings explained that there has been no issues with Devens affecting well water in Bolton.  He gave Erik his card, a copy of the water test results for 66 Nashaway Rd.

HOUGHTON BUILDING MAIN ST. FORCE MAIN
The Board wanted to know what kind of well services the Houghton Building.  Harold Brown said that the well at the Houghton building is a drilled artesian well with a jet pump in the boiler room in the basement.  The jet pump pumps out and pumps back so both lines are pressure lines.  The lines to the well are sleeved.  The Board was okay with this information.

166 Sawyer Rd.

INSPECTION REPORTS REVIEWED:
83 Laurel Rd. – Title 5 needs new form
337 Berlin Rd. – Title 5 Report - indicates water softener connected to the system but not in use.  Also, outstanding recorded document requiring pumped annually.  Water softener must be disconnected from the sewer line and submit documentation to the Board.
