BOARD OF HEALTH MINUTES

Meeting held at Town Hall on May 12, 2009 6:30 pm
Members present: Chris Rogers, Christopher Slade, Laura Andrews, Lisa O’Leary

PORTA-POTTY VARIANCE – TOM DENNEY NATURE CAMP
The Board reviewed the Porta Potty Variance request, the regulations have not changed and this variance is requested every year by the camp.  The regulation is 2 portable toilets per sex and the camp only has a total of 2 which is one per sex.  The Board voted to approve the porta-potty variance request if Jim Garreffi does not have a problem with 45 campers versus 30 from last year.  A copy of the variance must be posted at the camp office, available at the town clerk’s office and sent to the Dept. Public Health.

STOW AND LANCASTER BOARDS OF HEALTH
Jack Wallace, Betty Cormier, Stephen Piazza, Vera Davis, Bob Baylis were present.
The Boards discussed communication of the H1N1 cases in the school district.
Everyone was in agreement that there should have been more communication regarding the status of the issue.
All the Boards think it is important to share information and have a consistent message.  Everyone agreed that we should speak with the Regional School District and let them know how we want to communicate.  The Boards agree that they should meet with Nashoba Associated Boards of Health, and the Regional School District (Michael Wood, Leslie McInnis, and people in the administration).  The message the Boards want to share is that we are here to support them.  Bill Brookings noted that Jim Garreffi has meetings on Tuesday.

All the Boards felt that it is important to get together occasionally and communicate with each other to share knowledge of grants, etc.

Lisa O’Leary will gather contact information for each Board and coordinate a meeting with the Regional School District and the local Boards of Health.

41 FARM RD.
Mark Elliott was present.  He presented the Board with a letter that states the system is designed for a six bedroom.  The Board signed his building permit to finish the basement ejector pump specs must be approved prior to installation.

BOLTON ORCHARDS – WATER METER READINGS
The Board reviewed the water meter readings submitted.  Bill ran the numbers and it did not look like the usage has increased.  The Board feels that the “take-out” window should not affect the flows.  The Board will continue to monitor the readings.

23 ANNIE MOORE RD. – IRRIGATION WELL LETTER
The Board reviewed a letter from Nancy Hamilton of 23 Annie Moore, they agreed that based on the information provided the irrigation well is pre-existing and not used.

CAMP VIRGINIA – LONG SEWER LINE
The Board signed the sewer line permit last meeting the Board agreed to have the long sewer line by whoever manages the property (homeowner).

122 DRUMLIN HILL RD. – GARBAGE GRINDER REMOVAL
The Board reviewed and approved the documentation regarding the removal of the garbage grinder submitted by Sue Urankar of 122 Drumlin Hill Rd.

EDS SITE
The Board discussed some possible options for flu clinics.  The Public Safety building may be a site for us to consider.

FORCE MAIN – REVIEW NEW PLANS AND FINAL PERMIT ISSUED
The Board reviewed the plans and final permit.

BOLTON COUNTRY CUPBOARD – WATER METER READINGS FOR THE MONTHS OF MARCH & APRIL
The Board reviewed the water meter readings submitted.  The Board wants to know if the readings are in gallons or cubic feet.  The Board wants Bill Brookings to review the readings.

68 BOLTON WOODS WAY – SEPTIC PUMPING
The Board reviewed and approved the septic pumping documentation submitted.

MEADOW VIEW ACRES PRELIMINARY SUBDIVISION PLANS SUGAR RD.
The Board reviewed the preliminary plans and agreed that they preferred shared systems with no variances.

BUILDING PERMITS APPROVED:
58 Old Bay Rd. addition – The Board agreed that there are 5 rooms on the 1st floor and 2 rooms on the 2nd  floor for a total of 7 rooms.  The Board approved the building permit but requires the results from one more coliform test prior to release of the building permit.
62 Century Mill Rd. – Patrick Carroll presented the Board a building permit to replace a deck – The Board reviewed and approved the permit.

SEPTIC PERMITS REVIEWED:
Lot A Sawyer Rd. transfer from Lamson to Finn.  The Board agreed that they need more information prior to approving the transfer of the septic permit.  The Board wants to know the actual owner of the property and the lot exists as a separate parcel.

INSPECTION REPORTS REVIEWED:
198 Main St. - The Board reviewed the report and noted the water softener draining into the septic system.
1009 Main St. – The Board reviewed the report and noted that the report is not on the latest form (9/08)
205 Vaughn Hill – The Board reviewed the report and noted that the report is not the latest form (9/08) and a garbage grinder is installed.
43 Powder Hill Rd. – The Board reviewed the report and noted a D box replacement.
223 Wattaquadock Hill Rd. – The Board reviewed the report and noted that the system has failed.

MINUTES APPROVED:
4/28/09 – The Board approved and signed.
