BOARD OF HEALTH MINUTES

Meeting held at Town Hall on March 10, 2009 6:30 pm
Attendees: Chris Rogers, Chris Slade, Laura Andrews, William Brookings, Lisa O’Leary

MASSACHUSETTS REGION II EMERGENCY PREPAREDNESS COALITION
Ken Gikas was present.
Ken congratulated the new members, Laura Andrews and Chris Slade.  Ken explained that we are developing plans for the Town for an emergency dispensing site.  He encouraged all the Board members to look over the plan.  Ken explained that everyone needs to do NIMS training NIMS 100 & NIMS 700.  Ken explained the Mutual Aid Agreement to the Board.  He explained that in an emergency you can draw resources, although you are not obligated to help if you are asked.  Chris Rogers explained that the prior Board did endorse the signing of the mutual aid agreement.  Ken said that the State is trying to pass a mutual aid agreement for all departments, not only Boards of Health.
Ask Don Lowe if he would like to speak with Ken about the Mutual Aid agreement.
Ken asked the Board to come up with a point person to work with Ken to get the plan to a point where it is executable.  Ken suggests that we do another mailing for the Medical Reserve Corps.  The MRC will do training and cori checks but we can still get volunteers.  There are multiple courses volunteers can take, it totals 20 hours.  Laura suggests that we put in the number of hours to the volunteer letters.
Chris Rogers explained to Ken that Chris Slade & Laura Andrews are only appointed to May and although they both plan pursue the positions so some of the contact information will change.
Ken will email Lisa the MRC letter and the Board of Health will work on it.

164 SUGAR RD. VARIANCE HEARING
Neil Gorman was present.
Neil submitted a copy of the newspaper ad, a copy of the abutter letter and return receipts.
Neil explained the existing system and the proposed system to the Board.  Location, type of system and soil dictated the location of the system.  Neil explained that this is the best he can do with this site.  Bill Brookings has looked at this and  he has changed a few things based on Bill’s comments.  The system complies with Title 5 but does not meet local regs.  Bill Brookings explained that as a requirement of the permit, the Board will need confirmation of approval from Conservation.
The following variances to Bolton Board of Health Regulations are requested for the upgrade of an existing system at 164 Sugar Rd:
Regulation 3 Groundwater Elevation - Board voted Yes
One deep observation hole shall be examined during the established groundwater season.
Proposed: Deep observation test holes performed in September.  Soil redoximorphic features used to determine high groundwater elevation
Leaching facility shall be offset five (5) feet from groundwater elevation.
        Proposed: Leaching facility offset four (4) feet from groundwater elevation.
Regulation 5 Distances - Board voted Yes
Building sewer shall be offset fifty (50) feet from private water supply suction line
        Proposed: Existing sewer line offset eight (8) feet from existing suction water line
Septic tank shall be offset one hundred (100) feet from wetlands.
        Proposed Septic tank is offset sixty-nine (69) feet from wetlands.
Leaching facility shall be offset one hundred (100) feet from wetlands.
        Proposed: Leaching facility is offset sixty-four (64) feet from wetlands.
Leaching facility shall be offset twenty-five (25) feet from ledge.
        Proposed: Leaching facility is offset eight (8) feet from ledge.

OAK TRAIL LOT 13A
The Board reviewed a building permit for Lot 13A Oak Trail.  The Board agreed that the home has 10 rooms plus 3 rooms in the basement for a total of 13 rooms.  The Board requires a Deed restriction for 5 bedrooms to be recorded and needs to have a copy of the recorded easement for the access to the septic prior to approval of the building permit.

43 Danforth Lane - The Board reviewed the report, no failure criteria was found
143 Randall Rd. - The Board reviewed the report, no failure criteria was found
151 Kettlehole Rd. The Board reviewed the report, no failure criteria was found

BOLTON WOODS WAY PUMPING LETTER
The Board discussed the Bolton Woods Way annual pumping letter.  The Board wanted to require the pumping because if one of the systems has problems there is only 4 or 6 ft between trenches.  The Board recommended that the letter be changed to better explain the recommendation for the annual pumping.  Lisa will send copies to the Board so they can put together a new letter that better explains the need for the annual pumping recommendation.
        
SPRING WALKS TO PROMOTE HEALTH & FITNESS – PARTNER WITH BOLTON CONSERVATION COMMISSION
Lisa spoke to the Board about partnering with the Conservation Commission for a Spring Walk.  The Board will forward any ideas and or potential volunteer information to Lisa.

The Board reviewed the DEP letter outlining the non compliance.

The Board reviewed and approved the resubmitted page 5.

BOLTON OFFICE PARK (FLATELY) – RECORDED INFORMATION
The Board reviewed the recorded Notice for Force Main, Notice of Alternative System,

COUNTRY CUPBOARD – WATER METER READINGS
The Board agreed to send a follow up letter asking for the water meter readings.

AMEC RIGHT OF WAY – PRIVATE DRINKING WATER WELLS
The Board reviewed the map and files for abutting properties that may have wells within 100 ft. of the railroad right of way.  Bill Brookings will research and draft a letter to AMEC identifying the private wells within 100 ft. of the railroad ROW.

LEGISLATIVE ALERT FOR LOCAL PUBLIC HEALTH – EMAIL FROM MAHB
The Board reviewed the email and wanted Lisa to forward the email to them.
