BOARD OF HEALTH MINUTES

Meeting held at Town Hall on January 29, 2009 6:30 pm
Present: Chris Rogers, Andrea Gilbert, Bill Brookings, Lisa O’Leary

Lot 13A Oak Trail Map 4A Parcel 27 Public Hearing
Present:  Brandon Ducharme and Red Donnelle
The existing permit for this lot recently expired.  Brandon explained that they are re-filing same permit with additional mag tape and risers on tanks..  The 5 bedroom house well relocated to the back the tanks are still in back.  It is a gravity system with 1100 linear feet of sewer from building to d box about 900 ft from house to septic.  When clustering the houses for the FOSPRD it is tough.  The hill comes down and hits a leveling point then goes up about 100 ft of line that would have to mound up for gravity.  Cleanouts and manholes would be necessary if they did not do a force main with pressure.

Bill Brookings said he will hold the permit for the fee, signature and for the recorded deed.  

The Board voted unanimously to approve the variance and signed the permit.

SUNSET RIDGE PEER REVIEW
Present: Vin Gately, Gerry Lindsey, Don Provencher, Wayne Choinard, Sandy Roca, Bridget Halsey
Gerry said that the 15 to 17 test holes have been resolved.  Chris Rogers said the he appreciated how thorough the review was.  Chris pointed out that the main issue is with the mounding 4ft versus 8 ft mounding.

Wayne Choinard explained that Don Provencher used 90 day duration for ground water mounding and Pine St. did a range using a 5 year timeframe.  If you used the same study state it would have been identical.  Wayne also said that the information he got from Don explained that the flow would flow around.  He did rerun the mounding with Wayne’s recommendation it was 5.9 that has been reflected in the plan and it was raised a foot.  Wayne noted that all they could really do is use the Ralls table out of the DEP handbook.  Table is based on texture not just rate.  Is there anything they have not addressed – Wayne said he did not look at the presby system just the narrative.  The majoritiy of it was not the functionality of the system  He reviewed the narrative from Don, one comments was due to 40b and not local regulations.  There is some work going on.  Gerry said that he addressed all the comments from Bill then the Beal’s review only changes larger vent on the system (design change from presby) raised entire system up one ft.  The presby itself did not change but the expansion area was expanded.  The only change to the plan is elevation change in the system, the reserve (17 min perc rate) changes the reserve rate and the vent diameter change.

Bridget Halsey asked about the perc holes – Chris Rogers explained that some of this does not apply.   Wayne said that so many tests in the area showed consistency.  Chris Rogers also said that this is the most tested site he has ever seen.

The conventional system was a DEP approved sand filter some time ago.

Bridget is concerned about the septic system being so close to her system.  DEP requires an annual inspection in terms of drainage for maintenance for the presby system.  Gerry said that he has an operations and maintenance plan review approved by Conservation Commission.  Per Gerry Lindsey the drainage swales are in the plan.  It was noted that the Association would be responsible for the annual maintenance.

The Board unanimously voted to approve and sign the permit.

The Board noted that the owner did not renew their contract for fast system, a letter will be sent.

108 OAK TRAIL
The Board extended the permit to Jan 11th however we still do not have installers as built.  The Board will issue a letter.

NORTHEAST GEOSCIENCE INC. MONITORING WELLS
The Board discussed the Annual Sampling and Reporting Former Bolton Sanitary Landfill – they have been on the job for a while.  Last year we discussed if all the wells were going to be tested, can we contact them about the $800.00 jump? It was recommended that maybe we test 6 wells for this year and 6 wells for next year.

NORTHBORO SEPTIC
The Board reviewed a corrected page 6 of an inspection report for 39 Drumlin Hill Rd.  The Board reviewed and approved the corrected page 6.

MASSACHUSETTS DEPARTMENT OF PUBLIC HEALTH
The Board reviewed the revised list of reportable diseases.

BOLTON LION’S CLUB
The Board reviewed a request from the Bolton Lion’s Club to use the transfer station as a pick up point for the citrus fruit that they will be selling.  The Board voted to approve the request.

MUTUAL AID AGREEMENT
The Board recommends that the agreement be signed, however, they feel that the new Town Administrator should sign the agreement.

SOLID WASTE INCINERATORS
The Board reviewed an email from Michelle Delemarre Dept. of Environmental Protection regarding solid waste incinerators.

Bill Brookings explained there is a tight tank system that requires pumping, the owner may have changed haulers.  The Board requires a letter sent to the owner requesting hauler information and system pumping records.

BOARD OF HEALTH ANNUAL REPORT
The Board reviewed and approved the annual report prepared by Lisa O’Leary.

LONG SEWER LINE NOTICE OF VARIANCE
The Board requested that this discussion be rescheduled to the next meeting.

BOLTON PUBLIC LIBRARY
The Board was asked to issue a letter regarding abandonment of well for the well permit.  The Board agreed that the letter needs to come from the Board of Selectmen.

POTENTIAL BOARD OF HEALTH MEMBERS
The Board spoke to Potential Board members, Laura Andrews, John Balco and Marvin Wright who were at the meeting.  Chris Rogers asked if the candidates were interested in the 3 year term, they were all interested in the 3 year term.

BUILDING PERMITS APPROVED:
Public Safety Building – signed by Bill Brookings between meetings, Bill wants board to review plan

117 Main St. – bathroom remodel The Board reviewed and approved the building permit

INSPECTION REPORTS REVIEWED:
29 Wattaquadock Rd. - The Board reviewed the inspection report and noted 6 month re-inspection & distance from wells.

LICENSES APPROVED:
Sons of Kristoff & Waste Management - Commercial trash license for 2008 – Licenses were late, they fell through the cracks due to a change in personnel.  The Board approved and signed the licenses and did not impose a fine.

MEETING MINUTES APPROVED:
Meeting minutes for 5/27/08, 6/24/08 and 8/19/08 – Chris Rogers was not in attendance at the meeting in which the minutes were for and Andrea Gilbert chose not to sign the minutes.
