BOARD OF HEALTH MINUTES

Meeting held at Town Hall on September 9, 2008 6:30 pm
Members present:  Mark Sprague, Chris Rogers, Andrea Gilbert, Bill Brookings, Lisa O’Leary

SUNSET RIDGE
Present were:  Vin Gately, Gerry Lindsey, Don Provencher and Alexander Roca
Gerry Lindsey the engineer who designed the system and is responsible for site work, inspections and engineering.  Don Provencher is the public water supply engineer on the project who handles the mounding analysis talks and with DEP regularly with public water supply testing.

Vin Gately explained that yesterday he has submitted a response with the exception of the mounding analysis that is why Don is here.  Ground water mounding, last week there was a change that affects the project.  DEP was looking at the revised design with the leach field outside the IWPA area.  DEP is thinking that the treatment of a sand circulating filter is needed.  They are still waiting for the DEP decision on the sand circulating filter.

New plan based upon the current ZBA plan has a retaining wall on an easterly property line, designed by a structural engineer.  The presby will give a 40% smaller footprint.  This will be entirely a gravity system so there are no pumps to maintain.

Did a printout of mound height over distance.  From the center of the leach field between leaching trench 7 & 8 shows elevations and height on the y axis.  There is a 5 foot offset.  This is an addendum to original Mounding Analysis dated March 20th original calculation.  In original Mounding Pine Street did not incorporate the hydraulic discharge boundary.  Pine street used 2.8 ft of saturated water the new Mounding Analysis used 7ft for the original saturated thickness. This changed the original mound from 8 ft to 4.9 ft. using all the same data input with the exception of the constant head discharge boundary and the saturated thickness.

Nitsche did a peer review on the collection system.  Manhole 4 is downstream.  Ground water can migrate to the retaining wall which is 4 feet deep.

The Board has requested a Peer review on the mounding.  Bill is not comfortable with over 2,000 gallons per day.  

Mark Sprague explained that there is too big a discrepancy in the two mounding analysis with the two systems.
After some discussion Vin agreed to do a Peer review on the mounding but wants to know the cost prior to doing the review.  Vin asked if Nitshe can do a review on the mounding analysis and the presby system.  Amend the scope of work if Nitshe can do the mounding analysis.  Lisa O’Leary explained that Nitshe told the Town Planner Jennifer Burney that they did not have experience with the presby system.  We will have to find a local firm to do the review.

Water supply step test on the 3 proposed public water supplies Skillings did pump tests.  One well is in the IWPA outside zone one it will be used for irrigation well because it could influence the drinking well it was included in the well tests.  Susan Connor from DEP said that she wanted to start the tests at 6 gallons per minute and 4 gallons per minute which is more than 3 times what they need.  She did agree that they could back down to the minimum GPM if needed during the 5 day window for testing.  3 public wells and 1 irrigation well tested for 5 days and they are hoping to start that next week.

It was explained that they designed a wall so the wall can be expanded.  Concerns were raised about the water flow.  There is a wall about 8 ft back when the reserve area is done.  There will be a water drainage design with ground water flows and swales around it.  Comment by an abutter was why is it not possible where all the alteration and fill is.  Fill is less and you wouldn’t have to do the wall.  There is a ten foot offset from the ledge which creates an odd shape.  Also moving the system will not allow gravity flow and at least one pump will be needed.

There is concerned about the nature trail.  An Architect is working with Conservation on relocating the trails.
Mr. Roca asked about the mound.  The response was that the mound will be a smaller mound than what was originally proposed.

The Board reviewed the revise sketch submitted of sewage disposal system.

92 GOLDEN RUN RD.
The Board was informed by Bill Brookings that this property was 85% cleaned up.

BOLTON WOODS WAY
The Board members randomly went up to Bolton Woods Way and found no smell and no noise.

ANNIE MOORE RD
The Board reported that on random visits to Annie Moore Rd. they smelled garbage or rotten apples but not enough to constitute a nuisance.

580 MAIN ST.
The Board reviewed the septic system drawing.

MA DEP – Clean Watersheds Needs Survey 2008
The MA DEP – Clean Watersheds Needs Survey 2008 survey was completed and mailed.

BOARD OF HEALTH MEETING SCHEDULE
The Board requested that the 2nd and 4th Tuesday of the month be scheduled for October, November & December.

BUILDING INSPECTOR APPOINTMENT
The Board was informed of the appointment of the new Building Inspector, Mike Sauvageau,

SEWER RATE RELIEF FUND FY2009
The Board reviewed the Massachusetts Department of Revenue Sewer Rate Relief Fund FY2009.

LIST OF REGISTERED WELL DRILLERS
The Board reviewed the Department of Conservation & Recreation 2008-2009 list of registered well drillers.
