BOARD OF HEALTH MINUTES

Meeting held at Town Hall on September 23, 2008 6:30 pm
Present were:  Mark Sprague, Andrea Gilbert, Chris Rogers, Bill Brookings, Lisa O’Leary

45 HUDSON RD. VARIANCE HEARING
Present were:  Dan Wolf from David E Ross & Associates
Certified receipts, return receipts, copy of the abutters letter and the newspaper article were received.
This is a replacement of an existing failed system.  Dan said that most test holes had ledge.  Only option was to move forward with the presby system.  There is a 24 offset to ledge and a 4 feet drop off to ledge.  The Design that utilizes the presby system which allows a 2 ft ground water offset.  History of the surrounding properties demonstrates the same ledge.  It was noted that if the Board approves the variance they still need to go to DEP for approval.

Bill Brookings has agreed that this is a tough site.  Bill pointed out that approval requires a deed notice that indicates there is a presby system installed and an annual inspection by a technology certified specialist.

The Board voted unanimously to approve the variance for 45 Hudson Rd.

476 MAIN STREET THE COUNTRY CUPBOARD VARIANCE HEARING
Present: Scott Hayes from Foresite Engineering, Jane Houde, David Houde
Certified receipts, return receipt cards, copy of the abutters letter and the newspaper article were received.
The reason they are here is the flows, the system is backing up because the system couldn’t handle daily flows.  They will be doubling the bed and double the size of the system tank that is there now.  Variances are for Reserve Area, Distances 10 ft proposed, Hydraulic Overloading abutting septic system.

The original system failed Title 5 then they upgraded the system.

Mark Sprague wanted to know why the flows are off.  Scott said that the calculations are down to a science at a home or business but this location is hard to come up with a calculation for flow.  The biggest issue is that all the flow would come in a 2 or 3 hour window.  The rest rooms were not public this use has no need for public restrooms.

They are putting into service the old bed.  Can there be a low flow toilet, there are already low flow toilets there is a possibility of adding a urinal.

Scott has it designed with dual pumps with a sequencer, each time it doses it will alternate the beds.  

The Board voted unanimously to approve the variance for 476 Main Street.  The Board requests that after the system is installed they will report 2 or 3 months worth of water meter readings.

TOWN OF BOLTON FORCE MAIN VARIANCE HEARING
Present were:  Ray Willis from Onsite Engineering, Alice Coggeshall, Deborah Kellett, Cia Ochsenbein
Mark Sprague recused himself from this decision.
Certified receipts, return receipt cards, copy of the abutters letter and the newspaper article were received.
This is a replacement of an existing failed system.  Offset vary 24 to 44 feet from the wells.  SDR 11 HDD 2” pipe 500 ft rolls installed in a directional drilled method.  700 ft is needed so there will only be one joint this joint will be welded together.  Once installed there will be a two hour pressure test.  Manholes with valves and cleanouts where a hose or a testing device and be put for testing.

System will be tested at twice the working pressure of the system (100 psi).  Testing will be once a year or once every 6 months for the first two years, then once a year afterward.

If there is air in the system and you don’t get it out it will appear that the system is failing.  System under use will be at 52 psi.

Mark Sprague recommends that the joint be out of the 50 ft radius.

Alice said that she has two of the wells involved (714 & 708 Main Street) it seems acceptable as long as the testing is regular.

Cia Ochsenbein said she would like to see a district set up so when some of these systems start to fail.  It was asked if the piping accommodate hooking up to a sewer district.  Ray explained that the system was sized so that it could be expanded without any additional cost.

The Board voted unanimously to approve the variance for the force main for the Town of Bolton. The Board will send a letter with testing frequency.

LOT A SAWYER RD. MAP 2B, PARCEL 1 VARIANCE HEARING
Present were: Blair Brissette, Bob Brisette, Edward Brody, Margot Brody
Certified receipts, return receipt cards, copy of the abutters letter and the newspaper article were received.
The reason this variance, Chris Rogers explained that the Town sets a testing season in March & April.  The testing was done in August instead of March and April.

The Board voted unanimously to approve the variance.

32 Harvard – Replacement for failing septic Variance Hearing
Present were: Steve Sears from David E. Ross Associates
Certified receipts, return receipt cards, copy of the abutters letter and the newspaper article were received.
This variance request is for a replacement for a failing septic system.  This is an empty 4 bedroom house with an apartment in the barn. System is Gravity fed has two pipes with two tanks.  Steve explained that there is nowhere else to go with the system because of the well.  The system is roughly in the same place as the existing system.  The system meets title 5 and are asking for local variances.

The Board voted unanimously to the variance for 32 Harvard Rd.

PATTERSON LONG HILL RD. VARIANCE HEARING
Present were: James Tetreault from Thompson Liston Associates, James Patterson
Certified receipts, return receipt cards, copy of the abutters letter and the newspaper article were received.
Allow to be 19 ft to septic tank to Long Hill right of way.   He said he sent notification to anyone in the 300 ft. of the overall project.  Lot 1 is being treated as an upgrade.  Lot 2 is now for sale. Lot 2 well is 119 ft from the system but there is no conflict with the system

Chris Rogers asked if Jim asked Harold Brown about widening or adding draining on Long Hill Rd.  Jim explained that there is a rock wall and plenty of room at least 25 ft to the system.  Chris Rogers agreed that it is the best plan for the lot.

The Board voted unanimously to approve the variance for Long Hill Rd.


GREEN RD BEAVER DAM
Carol Gumbart came to give the Board an update on the beaver dam situation at Green Rd.

159 WEST BERLIN RD. LOT 1
The Board approved a request for a temporary occupancy permit for 159 West Berlin Rd. Lot 1.

FORBUSH MILL ROAD PROPOSED TELECOMMUNICATION TOWER
The Board discussed the proposed telecommunication tower and the location at the Town landfill.  The Board does not have the site assignment documentation that is needed.

SUNSET RIDGE PEER REVIEW
The Board discussed the status of the Sunset Ridge peer review.

NORTHWOODS ESTATES KENDALL HOMES INC., SDS PERMIT EXTENSIONS
The Board voted to approve the SDS Permit Extensions for the following lots:
Lot 17, 94 Drumlin Hill Rd
        Lot 19, 88 Drumlin Hill Rd
        Lot 28, 115 Drumlin Hill Rd

159 WEST BERLIN RD.
Lot 1 (house is up permit expired)
Lot 2(long sewer line requires annual inspection by title 5 inspector)
Lot 3 & Lot 4 (long sewer line requires annual inspection by title 5 inspector) (not yet built expired permits)
The Board voted to reissue the SDS Permits.

“THE REGENCY” REQUEST TO EXTEND SDS PERMIT
The Board of Health recommends that for a system like this, close out the original permit and do a sewer line connection permit.  The Board voted unanimously to extend the Certificate of Compliance permit to 10/11/09, after this they should apply for sewer line connection permits.

SEPTIC PERMITS APPROVED:
31 Sargent Rd. - The Board approved a D Box permit as part of a title 5 inspection
