The Board met at the Town Hall at 6:30 p.m.  

BUILDING PERMITS:

288 Wattaquadock Hill Road – Barn.  The proposed barn meets all offsets.  A new septic tank was installed in the 1990s but there was not installer’s as built submitted and final signoff was not obtained.  After discussion, the Board agreed to sign the building permit for the barn with the understanding that the as built will be obtained.

SEPTIC PERMITS APPROVED:
105 East End Road – D Box Outlet Tee.  

INSPECTION REPORTS:
105 East End Road – The Board of Health reviewed the inspection report which was a conditional passing report.  A D-Box and Outlet Tee permit application was approved.

BUILDING PERMIT APPLICATION

The Building Permit Application is being reviewed and updated.  At this point in time, all applications are signed by the Board of Health, Planning Board and Conservation Commission.  It was suggested that certain improvements such as roofs, cabinets and siding not require any signature but the building inspector.  After discussion, it was decided that the Board would like to continue to review all building permits.

GREAT BROOK FARM – SALE OF ICE CREAM

A routine food service inspection was conducted on June 19, 2007.  At that time, it was noted by Bridgette Braley that ice cream was being served on the premises.  This was done without the approval of the Nashoba Associated Boards of Health or the local Board of Health.  Ms. Braley advised, via certified letter, that Mr. Slater is hereby ordered to stop the service of ice cream until a dip well for ice cream is added and the added flow from the dip well is approved by the DEP.  

CME PUBLIC WATER SUPPLY AND REVISIONS

Century Mill Estates has proposed utilizing both a public water supply as well as private wells.  After discussion, the Board is requesting clarification on which lots will be a part of the public water supply and which are planned for private wells.  The Board’s revised comments stated that in order to utilize both wells and public water, a plan of the design of the subdivision must be submitted to the Board.  Inasmuch as the definitive plan has been approved by the Planning Board and no plan for the wells and/or public water supply has been provided to the Board, this option has been removed from consideration.

196 RANDALL ROAD – ROGERS

When the septic permit was issued, there was a question as to whether the annual inspection of the septic system would require a Title 5 Inspector or the homeowner.  The members of the Board met at the property prior to the meeting to view the system.  After discussion, the Board voted to require the annual inspection of the system to be completed by a Title 5 Inspector.

LOOSE LIVESTOCK – NAN NORSEEN

There have been a series of complaints about Ms. Norseen’s livestock being off of her property.    Administrative Assistant Andrea Schnepf made a site visit to the property. Ms. Schnepf advised Ms. Norseen that the Board of Health has taken these complaints seriously.  Ms. Norseen indicated that she would be addressing this problem and that she does have help to repair/replace the fencing.  She also stated that an additional gate would be installed and the current gate would be kept closed.

After meeting with Ms. Norseen, Ms. Schnepf does believe that she is sincere and the necessary work will be completed.

REGENCY AT BOLTON

Andrea Gilbert made a site visit to the property.  Ms. Gilbert reported that they were very clear that the units would be deed restricted as two bedroom units.  Ms. Gilbert reported that she feels comfortable with marketing of the project.
