The Board met at the Town Hall at 6:30 p.m.  

SEPTIC PERMITS APPROVED:
Pondside – Revised Plans
Lot 2, Watt Hill  -
385 Berlin Road – McLaughlin

LOT 2 – WATTAQUADOCK HILL ROAD

Mr. Randy Boyle met with the Board to discuss the upgrade of the system at 305 Wattaquadock Hill Road (Perham) at the Board’s request.  Mr. Boyle stated that he was not part of the process when the land was divided from house.  Mr. Boyle is willing to see if installing Mr. Perham’s system at the same time the system on Lot 2 is being installed would be worthwhile.  Mr. Boyle will provide the Board with a quote as soon as it is received.  It was noted by the Board that Mr. Boyle applied for the original permit on Mr. Perham’s upgrade.

BOLTON CONSERVATION TRUST

Mr. Swanton met with the Board to discuss Beverly Metzner’s land on addressStreetMain Street.  The parcel is approximately 32 acres.  Ms. Mentzer is considering donating the bulk of her property to the Town with a backland lot being created.  The Trust does have a buyer for the backland lot.  Due to dampness of the season, Mr. Gorman is concerned that the testing cannot be completed until next spring.  They would like to move forward with the potential buyer and they are asking for direction from the board with regard to a reserve area for Mrs. Mentzer.

Andrea Gilbert stated that she would be willing to be as flexible as possible to make this project happen.  Chris Rogers stated that the board is open to their proposal however a Title 5 is required on the existing house.   Mark Sprague would like Mr. Gorman to explore other areas of the property as well.

CENTURY MILL ESTATES – DEFINITIVE PLAN SUBMISSION
After reviewing the preliminary package for the Century Mill Estates development, the Board of Health has the following comments:
The plans provide no proposed locations for wells or septic systems on any lots.~ Additionally, no waivers from Board of Health regulations are requested with this filing.~ As a matter of policy, the Board of Health will not consider any variance requests, by design or sequencing, once the Planning Board hearings are closed.~ This includes plans for any shared systems that may be proposed as part of the project.
The Board of Health will require suitable well head protection for the cistern well, once it's location is provided.

MONITORING WELLS – CAPPED LANDFILL

Chris Rogers will contact DEP to ascertain whether or not the Town has met their requirements. Mr. Rogers will also call NEI and advise them of same.  Once we have clearance from DEP, the board is willing to release the encumbered funds.  The clearance has to be in writing.

580 MAIN STREET - FLATELY

There is no record of a Title 5 Inspection having ever been performed.  They did at one time start to pursue a voluntary upgrade which was not completed.  Bill Brookings suggested that the Town look at the existing flow as well as any increased potential flow if considering tying this property into the Treatment Facility at Florence Sawyer/Emerson Schools.

After discussion, the Board, on a recommendation from the Waste Water Treatment Facility Committee decided not to request a Title 5 be completed on the property at this time.  

711-713 MAIN STREET – Drewicz Residential Condo

Bill Brookings advised that this property still requires well testing prior to occupancy.  Correspondence will be sent.
