SKINNER AUCTION HOUSE

Present:  Craig Martin of Ducharme and Dillis, Tom Chinette with Dacon

Craig Martin met with the board to discuss the proposed upgrade to the Skinner Auction property.  Mr. Martin discussed the move to a public water supply.  In addition, Mr. Martin asked the board for direction in arriving at flows for the proposed system.  Mr. Martin stated that there are both full time employees that are always presents as well as employees and guests that are only on the premises at designated times.  Mr. Martin feels that it should not be treated as retail or office space but rather factory space with a cafeteria.   Mr. Martin is using 1,500 gpd.  Mr. Martin discussed how he arrived at his calculations.  He feels that it is a conservative estimate.  Board member Mark Sprague was provided with the information via email and calculated the flow at 1,300 gpd.

Chris Rogers stated that he feels that the 1,500 gpd makes good sense and is in line with what Mr. Sprague felt would be adequate.  Andrea Gilbert was also in agreement.  Andrea Gilbert asked why this system failed.  Mr. Martin stated that he felt that this system failed due to lack of care and attention to the system.  For this reason, the board stated that when this permit is issued, the board might require that it be inspected yearly by a Title 5 Inspector and be deed restricted.

BUILDING PERMITS APPROVED:
57 Wheeler Road – Conversion of the garage into an in-law apartment.  The house has a 5 bedroom SDS.  Currently there are 8 rooms in the house.  The addition of the three rooms in the in-law apartment is still within the 5 room system.  No deed restriction is required.
Lot 3, addressStreetSawyer Road - New construction with an existing 4 bedroom, SDS.  There are 10 rooms in the home.  A four bedroom deed restriction is required.

INSPECTION REPORTS:
328 S. Bolton Road - The Board of Health reviewed the inspection report and no failure criteria were noted in the report.
304 Sugar Road – The Board of Health reviewed the inspection report and no failure criteria were noted in the report, however, inasmuch as the property is unoccupied, the board is requiring reinspect 6 months after occupancy.
229 S. Bolton Road - The Board of Health reviewed the inspection report and no failure criteria were noted in the report.
350 Berlin Road - The Title 5 Inspection Report submitted certifies that the subsurface sewage disposal system (SDS), is a “failure”.  According to the provisions of Title 5, 310 CMR 15.000, the SDS shall be “upgraded” within two (2) years  from the date of the inspection or sooner.   In addition, the property has a garbage grinder and a water softening system.


Monitoring Wells Status – In reviewing the June, 2006 ledge as well as July, 2007, the Board is requesting clarification as to the status of this matter.  

711-713 Main Street – Drewicz

The Board discussed the possibility of tying the yellow barn into the existing septic system.  After discussion, the board will allow the tie-in, however, the owner must work within the allotted 550 gallons per day with each unit tenant or owner obtaining approval by the board.  The finishing of the second floor of the barn would be outside the design flow.  The Board is recommending a Title 5 inspection at the time of the d-box installation as well as an additional Title 5 inspection 6 months after occupancy.

NICEWICZ UPGRADE – TIMEFRAME

The Board is recommending that the testing be completed while weather permits..  The Board is still waiting on a time table as well.  Correspondence will be sent.
