The Board met at the Town Hall at 6:30 p.m.  

BUILDING PERMITS APPROVED:
29 Wheeler Road – roof and dormers

SEPTIC PERMITS APPROVED:
170 Annie Moore Road – D-Box

INSPECTION REPORTS:
53 Green Road - The Board of Health reviewed the inspection report and no failure criteria were noted in the report
53 Laurel Road - The Board of Health reviewed the inspection report and no failure criteria were noted in the report
166 Vaughn Hill - The Board of Health reviewed the inspection report. The Board noted inconsistencies in the distance from well to SDS on pages 10 and 15.  They also determined that the groundwater determination is inadequate and are requiring that information from lots both behind and to either side be utilized.  Finally, the Board of Health regulations do not allow the use of garbage grinders and require that they be removed.  This Title 5 Inspection Report is considered incomplete until the requested information is received and the garbage grinder is removed.  
326 Still River Road - The Board of Health reviewed the inspection report and no failure criteria were noted in the report
93 Nashaway Road - The Board of Health reviewed the inspection report and noted that it was a failure.  The owner will be notified that the SDS must be upgraded within two (2) years from the date of the failed inspection.
237 Sugar Road - The Board of Health reviewed the inspection report and no failure criteria were noted in the report
58 Old Bay Road - The Board of Health reviewed the inspection report and no failure criteria were noted in the report

ED STERLING – FARMING PRACTICES –BOLTON FLATS

Ed Sterling met with the Board to discuss the recent fertilizer incident on addressStreetStill River Road.  Mr. Sterling would like a plan to be in place so that should this fertilizer be used again in the future, some information will be provided to the Board and the residents of placeBolton.

A neighbor did call the police and was told that is was not a police matter.  Ed Sterling did contact Mark Sprague via email and spoke with Chris Rogers on the telephone over the weekend.  The matter was resolved in a short period of time.

LOT 3, SAWYER ROAD – CONTINUED VARIANCE HEARING

Brandon Ducharme met with the Board with a revised plan for the above lot.  Mr. Ducharme moved the garage door to the front of the building and moved the detached garage closer to the house.  He also changed the location of the garage doors.   It allows the well to be 25 feet in all directions but one, which is 21 feet.  

After review, the Board voted to approve the requested variance as revised.

392 MAIN STREET

There is a request from the closing attorney on the above property for a letter from the Board of Health regarding the septic system.  The cesspool was a passing report; the septic system was a conditional pass due to roots in the d-box and system lines.  The owner indicated that the roots were removed.  If the work has been satisfactorily completed, the inspector would have to change his report from a conditional pass to a pass with an explanation.

713 MAIN STREET – Affordable Housing Unit Posting

The prospectus included information that the third floor of the residential condominium could be finished as living space.  This unit must be deed restricted at two bedroom at or prior to closing.  The Board feels that this statement is misleading to a potential purchaser.  Correspondence will be sent to the owner clarifying the possibilities on this unit.

PROPOSED CELLTOWER AT 41 MAIN STREET – Request for comments to Linda Day

The Board reviewed the plan and did not have any comments or concerns.  

RIGHT TO FARM/AG COMMISSION ARTICLES

The Agricultural Commission Steering Committee has request comments the proposed warrant articles from various boards and committees in the town including the Board of Health.  The members of the Board will review the proposed articles and provide comments as requested.

326 WATTAQUADOCK HILL ROAD LOGS AND CHIPS

Bill Brookings of NABH and Chris Rogers inspected the site.  Neither are of the opinion that were are Board of Health issues.

SR. HOUSING COMPLAINTS

On or about July 14th Bolton Country Manor (Bolton Senior Housing) did not have hot water in the building.  The hot water was not repaired until July 19, 2006.  Inasmuch as this is not the first housing complaint at this complex and it is a fairly new building, the board is requesting that a representative from the management company meet with the board.  Correspondence will be sent requesting this meeting.

MOSQUITO CONTROL IN CATCH BASINS

Chris Rogers contacted Harold Brown, DPW Director.  Mr. Brown indicated that the difficulty is in finding the time and manpower to accomplish the task.  Mark Sprague asked what the shelf life of the product is.  Chris Rogers will contact Harold Brown this week to discuss the cost and find a supplier.

SKINNER – PUBIC WATER SUPPY INFO

Mrs. Nancy Skinner provided the board with the requested information regarding a possible public water supply at the Skinner facility on addressStreetMain Street.  Craig Martin has requested time on the agenda for the August 8th meeting to discuss this matter.
