The Board met at the Town Hall at 6:30 p.m.  

BUILDING PERMITS APPROVED:
Lot 5, 52 Oak Trail

SEPTIC PERMITS APPROVED:
Lot 7 Watt Hill Road - Boyle – Approved subject to the annual inspection by the homeowner
Lot 3, Harvard Road – Curt Dutcher - Transfer
101 Wilder Road – Extension Granted

INSPECTION REPORTS:
3 Sargent Road - The Board of Health reviewed the inspection report and no failure criteria was noted in the report.
720 Main Street – Report accepted as passing.  Water retest in 6 months nitrates and ammonia

LOT 10, 22 CORN ROAD – JONATHAN BEDDARD

A septic permit has a three year expiration.  The permit has since expired as of February, 2006.  At this point in time, an engineering as built is required and the return of the water sample.  All other requirements have been met.   Mr. Beddard is before the Board to request and extension to complete the required work.  Mark Sprague stated that there is no latitude and Mr. Beddard is required to resubmit the paperwork.  This is would entail a hearing as there was a variance granted on this property.  The hearing is scheduled for April 25, 2006 at 7:00 pm.

440 HARVARD ROAD – LINTON

Present:          Bill Hannigan, Hannigan Engineering, Brett Linton, abutters Dana and Cathy Roberts

Mr. Hannigan is before the Board representing Mr. Linton.  Mr. Hannigan did the original testing on the lot.  There was a permit on the property.  The permit expired and the regulations changed.  At this point in time, the design has been reduced to a four bedroom design.  Mr. Hannigan is requesting a variance, distances, with regard to the reserve.  The Linton’s purchased the property in 1990, or thereabouts.  Mr. Hannigan stated that he feels that the spirit of the regulation is not to have an overloading in a small area.  Mr. Hannigan is suggesting that a fast system be installed in the reserve, should it ever be necessary.  Mr. Hannigan provided information on a Fast System.  What it adds is an insert unit that has media and blowing unit that put the system into an aerobic system as opposed to an anaerobic system.  It does require minimal maintenance, basically only the blower.

Mr. and Mrs. Roberts were present at the meeting to advise that in the past silt, etc. has traveling from this property into their front yard.  When the property was clear cut, all the water from this property travels into Mr. & Mrs. Roberts property.  

Mr. & Mrs. Roberts asked with the Town requires for septic systems.  The Board advised that there must be both a primary and reserve system present on the property.  The Bolton regulations require 100 feet between systems.  This proposed system is 77 feet.  This would meet Title 5 Regulations but not local regulations.

After review of the plan, the Board advised that only a portion of the property had been tested so therefore, no hardship exists as of yet.  The Board is requesting that the testing be completed on the remainder of the property.  The Board advised that variances on new construction are rarely granted.

Mr. Hannigan requested that the variance request be withdrawn.  The Board voted to allow the request.

BARE HILL ROAD – DIXON

Present:  Gerry Buzinowski, Ducharme and Dillis, Ms. Dixon.

Mr. Buznowski is before the Board to request a variance however, although the “green cards” were available the newspaper advertising was not available.   The hearing was continued until March 28, 2005 at 7:00 pm.

NOMINATION OF ANIMAL INSPECTOR

The Board of Health appointed Phyllis Tower to the position of Animal Inspector for another year term.
