The Board met at the Town Hall at 6:30 p.m.  

SEPTIC PERMITS APPROVED:
Lots 17 Drumlin Hill approved subject to annual inspection by Title 5 Inspector
Lot 29 – Drumlin Hill Road approved subject to an annual inspection that will be determined when the reserve is permitted.
456 Sugar Road – Extension – Year from expiration

TITLE 5 INSPECTION REPORTS:
12 Rocky Dundee – Revised report (address)
75 Bolton Woods Way - The Board of Health reviewed the inspection report and septic plan and no failure criteria was noted in the report.

84 SAMPSON ROAD – BRETT GABY

Dr. Gaby is before the Board with a proposal to install a lavatory and office space in the presently existing barn.  There is a four bedroom septic permit on the property.  Dr. Gaby provided the board with pictures of the original barn as well as the work that is being completed to upgrade the barn.  Dr. Gaby also provide information for the Board with regard to the room count of his home.  

After discussion, the Board advised that they would approve the installation of a bathroom and upgrade of office space in the existing barn conditioned on a restriction on the deed limiting the flow allocated to the house at 330 gpd and 110 gpd to the barn.

68 HUDSON ROAD – MINER

Mr. Sears was present to represent the owner Mrs. Miner.  The homeowner got lost somewhere in town hall.

The property presently has a cesspool.  The requested variances are for a proposed upgrade as follows:

Reg 2 – Reserve Area not shown due to 100 foot offset from existing wells and wetlands.
Reg 5 – Distances
Reg. 7a – Length of sewerline.

After discussion, the Board voted to approve the requested variances subject to a required deed restriction limiting the house to 2 bedrooms and an annual inspection of the property by the homeowner.  The Board is also requiring a pressure test on the water line once it has been relocated.

305 WATTAQUADOCK HILL ROAD – PERHAM

Brian Reynolds met with the Board on behalf of Mr. Perham and provided information as to possible locations for a new system.  The Reynolds advised the Board that the home does have a drilled well.  The Board had requested access to the basement to see if the plans can be changed to eliminate the need for a new well.  Administrative Assistant Andrea Schnepf will call Mr. Perham on Wednesday, February 15th to try and make arrangements for Bill Brookings and members of the Board of Health to view the basement and decide if the need for a new well can be eliminated.

MONITORING WELLS AT LANDFILL

Presently there is $16,074.79 allocated to monitoring wells.  After discussion the Board voted to get assurance from DEP that we are all set, at which time the money could be released.  With regard to the monitoring wells, an increase of 10% over the cost of the last monitoring.

PONDSIDE

The State requested clarification as to the buildings that are adjacent to Zone 1  A change in the design would require a whole new set of plans.

92 SAMPSON ROAD – MANURE COMPLAINT

Martha Ashe contacted Bill Brookings of NABH and requested an inspection.  Ms. Ashe had reported that the dumpster was overflowing and that the odor was bad.  Mr. Brookings completed the inspection on Monday, February 13, 2006 his way to Lancaster.  Mr. Brookings reported that he did not detect any manure odor and that the tarp on the dumpster was sunken in.  The dumpster was half full.  Mr. Brookings further noted that the odor that was present was septic in nature and not from manure.  

ELITE HAIR SALON

Administrative Assistant Andrea Schnepf reported that she had received the pumping records for Elite Hair Salon and the pumping company indicated that both the Board of Health and NABH would be copied on all future records.

718 MAIN STREET - CRACKER BARREL

Bill Brookings of NABH advised the Board that the pumping records for the tight tank at the property have not be forwarded to either the Board of Health or NABH.  Correspondence will be sent requesting copies of all past and future records.
