The Board met at the Town Hall at 6:30 p.m.  

BUILDING PERMITS APPROVED:
113 Green Road - Addition

SEPTIC PERMITS APPROVED:
53 Fox Run Road, Lot 24
Lot 27 Oak Trail – Infiltrator system transfer

INSPECTION REPORTS:
720 Main Street – Water Results failure for the well located at 720 Main Street.  After review of the results the Board is requiring further testing to include VOC, Ammonia and any information available on construction of the well.  Correspondence will be sent to the homeowner.  

BOLTON WOOD WAY DEVELOPMENT

Administrative Assistant, Andrea Schnepf, reported to the Board that she had found documentation requiring the pumping and maintenance of the septic tanks for the properties along Bolton Woods Way.  A letter was drafted and approved by Chairman, Mark Sprague.  One pumping record has been received with the balance due to the Board by May, 2006.  

WATTAQUADOCK HILL ROAD - PERHAM

The Board discussed the options with regard to upgrading the septic system and well on the property.  After discussion the Board voted to contact Attorney Bass to gain access to the house to ascertain whether it is feasible to re-configure the plumbing.  If that were possible, the well would then be tested.  If the well tested ok and the plumbing could be re-configured, the expense of the new well could be eliminated thereby leaving more funds available to upgrade the system.

55 QUAKER LANE – GRAHAM

Present:  Judith Graves representing Tobie Z. Barksdale, one of the owners, Gordon Wallis, an abutter

Ms. Graves met with the Board to request variances for the upgrade of a failed septic system from a three bedroom to a four bedroom system as follows:

Reg 2 – Distance between primary and reserve; reserve trenches provided between primary trenches.

Reg. 3 – Out of season testing.

The homeowner stated that at sometime in future, he may be interested in putting an addition on the house and would like to increase the size of the system when the system is upgraded from failure.

After discussion, the Board voted to approve the requested variances.

289 SUGAR ROAD - DRUGGE

Present:  Gary Prime for Mr. David Drugge on behalf of his parents, John Karlon, abutter

Mr. Prime met with the Board to request a variance to upgrade an existing failed system as follows:

Reg 5 – Distances.  The tank would be 14 feet from the foundation, rather than the required 25 feet.  The system would be less than 150 feet from the neighboring wells.

After discussion, the Board voted to approve the requested variances.

159 FOX RUN ROAD – DEMEO

Back in November Mr. DeMeo met with the Board as he was purchasing the house at 159 Fox Run Road.  After a review of the house plans and Title 5 Inspection Report, the Board required that a bedroom deed restriction be placed on the property.  Mr DeMeo closed on the property but no deed restriction was recorded.  Mr. DeMeo indicated that it was his plan to upgrade the system to a five bedroom septic system.  Although Mr. DeMeo did not proceed as the Board had required, plans for the upgrade have been received by Bill Brookings for review.  After discussion, the Board voted to allow Mr. DeMeo to proceed without the need of a bedroom deed restriction.

626 MAIN STREET – ELITE HAIR DESIGN

Elite Hair Design at the Saltbox has a tight tank.  As part of the approval process, the Board required pumping weekly.  Neither NABH nor the Board are receiving pumping records as required.  Administrative Assistant, Andrea Schnepf, will contact Elite Hair Design to see who is doing their pumping and request that the records be sent to the Board of Health and to NABH.

FUTURE ELECTRONICS SITE

Town resident Ron Pawelski contacted Town Hall to request information on an old environmental spill at the Future Electronics Site.  Bill Brookings provided the files from NABH for review.  Board member Chris Rogers stated that he believed that there were actually two spills and that the DEP file would be under the name of Gen-Rad.  Administrative Assistant Andrea Schnepf will contact Mr. Pawelski and advise that the files are here and available for review.

SAMPSON ROAD – MANURE ISSUE/DUMP TRAILER.  

Ms. Ashe called Bill Brookings to request an inspection.  Bill Brookings contacted Andrea Schnepf who in turn contacted and got direction from chairman Mark Sprague.  Mark Sprague requested that Ms. Ashe put her request and concerns in writing.  Board of Health has not received a request as of the time of the meeting.

RIGHT TO FARM BYLAW AND FARM PRESERVATION BY LAW
AGRICULTURAL BYLAWS

Town Planner, Nat Tipton, has scheduled an informational meeting to discuss the contemplated Agricultural By Law for Monday, February 13th.   Andrea Schnepf will attend from Board of Health.
