The Board of Health met at the Town Hall at 6:30 p.m.  

BUILDING PERMITS:       

12 Deer Path – Deck - Approved  

TITLE 5 REPORTS:

2 Chase Street – Mr. Matthews met with the Board and provided a copy of the recorded deed restriction.  After review of the information provided and discussion, the Board voted to accept the Title 5.

711-713 MAIN STREET

Mrs. Drewicz met with the Board to provide information to the Board as to what is proposed for the property and to have a building permit signed.  Units in the property will be sold as condominiums.  After discussion, the Board voted to sign the building permit with the condition that the flow on the property does not exceed 550 gallons per day as per Title 5 regulations.  It is a further requirement of the Board that one bedroom deed restrictions be recorded on the residential units and as any of the units are sold, the use of the unit must be presented and approved by the Board.

The well on the property has not been tested and will need to be tested to conform to the Smith property requirements.

84 SPECTACLE HILL ROAD

Jim Keats met with the Board to discuss putting an addition on his home.  His property currently has a three bedroom septic system.  Chris Rogers stated that he cannot add a bedroom and then put a bedroom deed restriction on the property.  As an option, he can look at his system and see if it was over designed.  Mr. Rogers suggested that Mr. Keats speak with an engineer to see if his system was over designed.  Mr. Keats will get more information and report back to the Board.

385 BERLIN ROAD – MCLAUGHLIN

Mr. & Mrs. McLaughlin met with the Board to have a deed restriction signed.  

EMERSON SCHOOL

Jodi Ross, Town Administrator, Chris Slade, Advisory, Ken Troup, Selectmen, Craig Martin, Ducharme & Wheeler

Members of the Advisory Committee, Board of Selectmen and Jodi Ross met with the Board to discuss the sand filters vs. treatment facility at the Emerson School.  Mr. Slade stated that DEP is requesting a letter by the end of the month to state whether we are continuing with the sand filters or going to a treatment facility.  Mr. Slade feels that at this meeting he would like to make a decision on the direction of the project rather than the exact project (treatment facility size) that we would be considering building.

Rotation sand filters will accommodate 10,000 gallon a day.  We cannot get a variance to 15,000 gallons per day as per Mr. Kimball as the Town was already granted a variance as to flow.

Chris Rogers stated that the Board was unaware that the 15,000 gallons per day variance would be denied.  Jodi Ross stated that they met with DEP and found at that point that an additional variance would not be granted.    

Chris Roger stated that the goal is to get the school to 15,000 gallons per day.  If we could find a way to utilize the sand filter approval by getting a waiver or by drilling an additional well.

Chris Slade stated that the State is pushing for schools to go to treatment facilities because they do require monitoring that sand filters would not require.  If a treatment facility were to be built, you can add pods to the system if you want to expand the system.

If we were will to give up flow variance which has been granted, it wouldn’t take much in the way of output to get to 15,000 gallons.  Chris Rogers will contact DEP tomorrow to find out what the status is.  
Jodi Ross and Chris Slade feel that DEP will give us two years if we switch to a treatment facility.

After a lengthy discussion, the Board felt that they had no alternative but to go along with the sewage treatment facility as proposed.

MONITING WELLS

Linda Day was able to find workable specifications for the monitoring and installation of the wells and sent them out for bid.  Contracts have been finalized and will be executed, with work to begin within 14 days of authorization to begin work.

HARVARD ROAD – MOSS DEVELOPMENT

The plans do not show benchmarks prior to construction, which is a requirement.  The Board of Health is ok with bench marks being set prior to construction.  Engineer’s as-built must show bench mark location and elevation.

47 HUDSON ROAD – PEREZ

Before the Board is a request to use the existing well as Irrigation well and long sewer line variance.  After discussion, the requests were approved but will be held until we receive a deed recording.

LOT 2 SUGAR ROAD

Water is ponding at the site.  Bill Brookings drove by the site and did not see a problem.  The Board has referred the question to ConCom.

Swine and Garbage Permits approved
